Haiti - Elections D-4 : Message from Sandra Honoré
Sandra Honoré, the Special Representative of the UN Secretary General and Head Civil Minustah a few days before the elections, in a video message declared :

"In a few days, October 25th you are called to vote for your parliamentarians in the second round for the most part and in the first round for some. You are also asked to elect mayors and your your next President of the Republic.

Following the first round, operational preparations, technical and security made by the Haitian authorities and the Provisional Electoral Council (CEP) aiming to fill the gaps and respond to the recommendations of political parties, candidates and observers groups were encouraging. These preparations are as important as the determination of all actors to move towards the completion of this electoral cycle, which is fundamental for the installation of the 50th Legislature January 12, 2016, one year after Parliament has become dysfunctional and for the subsequent transfer of power after a 5-year term, to a third democratically elected president, a first in the history of Haiti.

The conduct of a fair electoral process, transparent and inclusive in a peaceful climate is the 'sine qua non' condition for Haiti continues to advance on the path of stabilization, democratic governance, strengthening the rule of law and socio-economic development. I want to remind to all that there is no place for violence in an electoral process and that any aggression in violation of the right to vote must be punished; each individual must be responsible for his actions before the law without exception.

'Mwen felisite angajman aktè politik yo nan eleksyon sa yo malgre difikilte pwosesis la te rankontre. Mwen ankouraje yo kontinye fè tout sa yo kapab pou eleksyon sa yo ki si enpòtan kapab pase nan tèt frèt ak konfyans, sa ki va pèmèt anpil moun al vote.

Mwen envite tout moun, fanm tankou gason, ki gen kat elektoral yo, pou nou al egzèse dwa konstitisyon an ba nou pou nou vote, nan laserenite, konsa nou va ede Ayiti vin gen plis estabilite, demokrasi ak pwosperite. Nou menm ki pral vote, se pou n montre nasyon an ak lemonn, nou chwazi chemen demokrasi, nou chwazi chemen estabilite pou yon demen miyò.

Ou konte, montre ke vòt ou a konte tou!'"
