Irresponsible announcements Jocelyne Colas Noël, the Director of the National Episcopal Commission for Justice and Peace (JILAP) described as "irresponsible the statements of some presidential candidates who already shout victory," while counting of the minutes is not yet completed at CTV, recalling that "It is to the CEP to announce the results.
