Haiti - Politic : 27 years later, decentralization is still not effective... 25/11/2015 08:50:22 Recall that decentralization enshrined in the 1987 Constitution is not yet effective after 27 years and remains a work in progress, not to say ineffective. Uder Antoine welcomed the initiative of the three federations of local elected FENAMH, FENACAH, FENASEC (Mayors, CASEC ASEC) in collaboration with the Ministry of Interior and Territorial Communities (MICT), with technical and financial support from PCM2 program, funded by Canada. After having placed this activity in the context of the reform of the current administration, which puts special emphasis on decentralization, Mr. Antoine believes that "decentralization will be in full operation when the Local Authorities (CT) will really work, that competences assigned to them are fully assumed and that human resources needs, financial and material will be met." Jude Saint-Natus, governance expert, speaking on the theme "State and Local Authorities" has placed particular emphasis, inter alia, on the functioning and organization of Local Authorities, the clear definition of the technical and political skills, administrative autonomy and financial of TC and access of the population to basic services. The OMRH encouraged the realization of other "Days of Territorial Collectivities", which according to him, will "definitely help to identify prospects for a better articulation of Mayors interventions, of Boards of Directors of Communal Sections (CASEC) and Administration of Communal Sections (ASEC), key actors in the decentralization process."
