Recall that on November 17 at the Swearing and graduation to the body of Military Engineering in Gressier https://www.haitilibre.com/en/news-15811-haiti-army-swearing-and-graduation-of-the-army-corps-of-engineers.html Lener Renauld, the Defense Minister stated "[...] this initiative is part of the prospect of providing the country with a defense force capable of serving and defending population to different types of threats, natural, internal and external," without however explicit mention this decree, which he was necessarily aware... This Decree which comes a few months after the end of the mandate of President Martelly, was published in Le Moniteur # 205 of October 26, 2015 or the day after the second round of elections, is the realization of a campaign promise of the Head the state, which has worked during his mandate to implement this defense force, allowing the country to ensure the safety of the territory after the departure of Minustah. A publication in all discretion that has not been the subject of any communication to the Nation from the Government... This Decree in its Article 66 "repeals all laws or provisions of laws, decrees or provisions of decrees, decrees-laws or provisions of decree-laws that are contrary to it and will be executed at the behest of the Minister of Defence." Furthermore this Decree provides for the creation of 3 Directorates : Military Engineering, Civil Defense and Special Ops. The Special Operations Directorate will be responsible for "inquire into all cases of aggression or attack from both inside and outside, to analyze them to assess the risks of success and failure, of diplomatic incidents in the event of a preventive or punitive action by special operations forces." However, the importance of the size of the army remains unknown as well as the financial resources for its operation.
