Haiti - Politic : The National Education Pact, sustainable response to the problems ?
Faced with justified claims of principals, teachers and administrative staff in the education system, the Ministry of National Education and Vocational Training (MENFP) wishes to recall that the National Pact for quality education is the sustainable response to the problems of teachers.

In this sense, the Ministry welcomes the accession of already of over 20,000 to this Pact, which contains seven key commitments to elevate the Haitian education sector :

The 7 commitments of the National Education Pact :
The Government of the Republic of Haiti, the educational community, political parties and organized sectors of civil society, following their agreement, agreed as follows :

Commitment # 1: Grow and rehabilitate the public school offer
The signatories make a commitment that the implementation of the policy of free and mandatory schoolwill primarily be done through increased public offer of education according to a new school mapping that takes into account the available infrastructure and demographics of each communal section. The State will mobilize some of the resources allocated to the sector to rehabilitate its network of national schools and high schools in order to make them reference institutions for the quality of the training.

Commitment # 2 : At least double the funding of education
The signatories ensure that during the period 2016-2020, the Haitian government will dedicated to public education funding, the greater of two amounts: either 35% of the national budget, or 8% of gross domestic product (GDP). This is the minimum amount to spend on public funding for Haitian education.

Commitment # 3 : Subtract the education system of clientelism and its adverse political influences
The signatories ensure that decisions on the operation of schools, recruitment and allocation of educational agents are taken transparently, rejecting the clientelism and in compliance with established standards, particularly by focusing on competitive basis.

Commitment # 4 : Implement the special status of education staff
The signatories undertake to implement the special status of educational staff in order to improve on the one hand, the teaching profession and secondly to meet the entry requirements and performance levels of the teaching profession. The signatories undertake to guarantee the exercise of trade union rights.

Commitment # 5 : Promote training "throughout life"
The signatories undertake to make every effort to facilitate the availability of the supply of training throughout life to ensure: youth employability, the availability of a skilled workforce, and the matching job skills with labor market requirements.

Commitment # 6 : Develop and improve the quality of technical and vocational education
The signatories undertake to make every effort to ensure that the next legislature ratifies all laws relating to Technical Education and Vocational namely, a framework for the regulation of this subsystem, the establishment of a mode recognition of prior learning, the development of a curriculum in line with the labor market.

Commitment # 7 : Regulate and modernize Higher Education
The signatories undertake to make every effort for the ratification of a set of laws to allow this level of education to meet the labor market needs to create a regulatory body to improve the capacities of welcome and encourage the development of research.

The Ministry points out that the year 2016 marks a milestone for the implementation of the Pact, sole and exclusive condition for the MENFP may have the resources to meet the legitimate demands of the teachers in the public education sector and continue ongoing reforms and calls for the understanding and patience of teachers and school principals pending the gradual implementation of the Pact for the benefit of the entire educational community.

The Ministry recalls that several steps have been taken to meet the teachers demands: the teacher's basic salary in the public sector has been increased by 40%, the situation of more than 5,000 teachers has been regularized, whose a good part of them already is included on the public treasury, the delivery of a Health Insurance Card and the creation of the Education Advantage Card (EAC). The MENFP recognizes the urgent need to undertake further initiatives to improve the teaching condition and it is in this perspective that it invites citizens to engage in the plea for the National Pact for the quality of education.
