Haiti - FLASH : The G8 unveils its plan
"Considering that the coup failed by the ballots of the Haitian Tèt Kale Party (PHTK) resulted in a major political crisis threatening to plunge the country into bloody anarchy and general chaos [...] Considering that the G8 has a responsibility to work with the opposition and plural vital sectors of the country to build the political consensus needed to end the crisis. The G8 propose to other actors in society the present crisis exit plan," one read in a document prepared by the G8, dated Sunday and signed by Samuel Madistin.

G8 plan :
"1. It is established, February 7, 2016, a provisional government to be formed as follows:

a) The President of the Court of Cassation of the Republic or, in his absence, the Vice-President of this Court or in the absence of the latter the senior judge will be invested with the as President of the Republic for the time of transition;

b) A consensus prime minister will be appointed by the Provisional President among the political figures of the country known for their political commitment, competence and seriousness;

c) Members of the ministerial cabinet, which will not excess fifteen ministers will be chosen by the President of the Republic in agreement with the Prime Minister from known political figures of the country.

2. The Provisional Government has the powers to :

A- Establish an independent commission of inquiry composed of five members appointed by credible sectors: Media Association, under the supervision of the National Association of Haitian Media (ANMH); the human rights sector, under the auspices of the Haitian Platform for the Defence of Human Rights (POHDH); Women's organizations, under the direction of Solidarite Fanm Ayisyèn (SOFA); University, supervised by the Rector of the State University of Haiti (UEH) and the group of national observers of the election, under the control of the Justice and Peace Commission (JILAP);

This commission has a mandate not to exceed thirty (30) calendar days.

This commission duties will be to :

a) deepen the assessment conducted by Independent Electoral Commission of Evaluation (CEEI) and purify the voting process by analyzing the partial electoral lists (LEP), tally sheets, the minutes and complaints to determine the extent of irregularities and fraud;
b) identify and recommend the exclusion of beneficiaries proven of cases of fraud process;
c) re-evaluate the decisions of the BCEN and BCED;
d) recommend to the provisional government of consensus all measures deemed useful and likely to restore confidence.

B- Set up a compensation commission of victims of days of rebellion against the Tèt-Kale regime and ensure proper use of funds to be allocated to it;

C- Operate local authorities and central government;

D Comply with international commitments of Haiti;

E- Fighting corruption in all its forms;

F- Complete the electoral process in accordance with the recommendations of the Electoral Inquiry Commission;

G- Take calming measures in favor of popular and peasant masses, teachers and school teachers police officers and low-income people in general;

H Implement the recommendations of the Independent Electoral Commission of Inquiry;

I- Realize the audit of the management of Tèt-kale power;

J- Free the political prisoners.

3. Postpone the second round of elections pending the report of the Committee provided for in point 2.

4. The Provisional Government will be assisted in its work, with advisory capacity by current parliamentary assemblies whose the mandates will be suspended without loss of pay and other privileges attached to their jobs until the report of the Committee provided for in point 2.

The report of the commission will confirm those elected regularly and eject those who are badly elected in order to regularize the situation of parliament and restore parliamentarians in the fullness of their duties.

5. Reconstitute the CEP as part of a transparent and credible process and complete the electoral process in accordance with the recommendations of the Commission under point 2 of this Agreement.

6. Pursue, in accordance with the law, the corrupted.

7. Ensure the protection of members of the Tèt-Kale Executive against any vexatious and abusive prosecution.

NB: This proposal is open to criticism, suggestions, changes, alterations and modifications of other actors involved in the crisis.
