Haiti - FLASH : General policy of PM Fritz Jean-Alphonse
This Sunday, March 20, 2016, the Prime minister named, Fritz-Alphonse Jean, went with his cabinet in the House of Deputies to present his policy statement, 66 deputies were present in the room, there is a quorum and the session restart at point 6 of the agenda of the last session, which is the presentation of the general policy, that we invite you to read the essential.

The main mission of the Provisional Executive is the organization of transparent and credible elections.

The Government that I have the honor to lead, after your approval, is committed to providing to all institutions involved in the electoral process the necessary means for achieving the objectives.

The new CEP will be put into condition to strengthen the mechanisms of voting. We will ensure to recreate the confidence of key players involved in the electoral process, knowing that the results will have to reflect the real choice of the people [...] my Government will fully play its partition for the establishment of a serene climate and in favor of holding of these elections that will allow our country to return to constitutional order.

Once the government installed, the Prime Minister will urgently convenes a meeting of CSPN to assess the security situation more closely and pass suitable instructions to redress the bar by strengthening national security. Concrete measures will be adopted to achieve peace in homes and in the street. We need a climate to encourage investment and stimulate economic activity throughout the national territory [...]

Be assured that the Government that I would have the honor to lead will do everything possible to ensure the presence of the state on the entire territory.

The difficult issue of justice will have special attention of my government [...] we want a constitutional state where every citizen is equal before the law, in which each citizen is accountable for his actions. An fast operation will be put to facilitate the solution to the problem of abusive preventive detention [...]

The current situation in Haiti requires the urgent to redress public finances through the adoption of measures allowing institutions of perception to execute their strategic reform plans; to improve performance [...]

It is our responsibility to meet the sanitation challenges in order to restore confidence, eliminate apprehensions and dissolve anxiety.

My Government will make available to farmers at low cost, seeds sufficient to plant plots, and well start the spring season.

Available information indicate a set of folders whose treatment has not been the subject of transparency necessary for the state institutions endorse them in accordance with requirements of the Constitution. We give you the guarantee that as part of our short mission, we will address these issues to assess them. We will treat them case by case, to ensure that national interests were taken into account. And if necessary, we will appeal to the national or international expertise to reformulate them. The interest of Haiti in the processing of these files will be our only compass.

[...] We need in the short term put tags that will have to lead to the revitalization of the economy through infrastructure modernization, and the exploitation of our potential in agricultural, industrial, and tourism sectors.

Until the next administration, after the next elections, can take into account the development of these structural aspects, my Government, in coordination with the monetary authorities, will stop the appropriate measures to stabilize our currency and create conditions for better planning of decisions of economic agents.

In the list of other urgent measures that we expect to undertake include: Sanitation of cities; wors with high labor intensity in urban areas and in rural areas; the preparation for the hurricane season; mitigation of health risks, especially zika virus and cholera.

Faced with the current situation, we must imperatively be at the height of current challenges to be able, as responsible statesmen, restore the proper functioning of institutions."
