Haiti - Elections : Verification Commission, terms of reference approved and signed
Following the submission to the National Palace, of terms of reference of the Independent Commission of Electoral Evaluation and Verification, to the President a.i. Jocelerme Privert for validation purposes, https://www.haitilibre.com/en/news-17170-haiti-flash-verification-commission-terms-of-reference-handed-to-executive.html , these terms of reference have been approved and signed on the same day, by more than a dozen political parties, after several hours of discussions on the work of this Commission, which proves clearly despite contrary official information, more political than technical.

In the terms of reference, it is stated that "[...] the member of the Independent Commission of Electoral Evaluation and Verification will develop a methodology for a technical analysis of the data available at the vote tabulation center, the mandate of the commission is defined as follows: purify the voting process by analyzing the signing sheets, partial electoral lists, counting sheets, of minutes of counting, the minutes of deficiency, incidence minutes, of ballots, and already registered complaints; evaluate and revise, if necessary, the decisions of CEP litigation organs having been the subject of denunciations, of regularly documented complaints, for the purposes of law; check the compliance of voting operations, of voting and counting process in light of the provisions of the Electoral Decree of March 2015; identify the perpetrators, beneficiaries and victims of serious irregularities or fraud proven for appropriate purposes; recommend measures of enforceable order to the executive power and the CEP likely to restore confidence in the electoral process and ensure the accuracy of the results."

It only remains that the appointment by presidential decree of the 5 members of this Commission, whose mandate should not exceed 30 days and is expected to begin its work next week. It is also stipulated that "political actors and competitors involved in the electoral process will agree to accept the findings and recommendations of this commission."

However, it should be noted that these terms of reference have not signed the two candidates qualified for the second presidential round (Jovenel Moïse and Jude Célestin), who did not makes an appearance at the National Palace that day...
