Haiti - Politic : D-Day for Privert
Monday the session in National Assembly scheduled for 11 a.m., was finally held at 5:30 pm after stormy times where ro-Privert senators try to include in the agenda the prior election of a President in the Senate to preside over this meeting... Finally, the quorum was meets 87 deputies and 18 senators who responded to the roll call [the quorum requires was 16 senators and 60 deputies]

Besides the speech of the Prime Minister who seized the opportunity to tout his record, insisting on an ""improved security climate (!)" since his since installation, while the situation continues in contrast to deteriorate a little more each day, an intervention of Deputy Antoine Rodon Bien-Aimé, presenting a crisis exit proposal signed by 53 deputies which provides, inter alia to extend the mandate of the President Privert caused even before the end of the reading of this resolution, the output of the Chamber of Senators Carl Murat Cantave, Youri Latortue and Ricard Pierre who felt that it was an irregular proposed resolution...

In the absence of a President at the head of Senate it is Cholzer Chancy President of the Chamber of Deputies, which has assumed the role of President a.i. of the National Assembly.

In his speech he expressed concern in particular about the protective safeguards of democratic institutions that are jumping one after the other and that threatens even of institutions to disappear.


"[...] We live, fellow Parliamentarians, a particularly troubled economic climate, one of the worst of our recent national history. The protective safeguards of democratic institutions, patiently implemented since three decades are jumping after each other, threatening to undermine the credibility of these institutions and even make them disappear [...]"

Wanting reassuring with the elected officials who are qualified to rightly or wrongly of badly elected he reiterated firmly the independence of the three powers "[...] I reaffirm a position already expressed, namely that the recommendations of this Commission [the CIEVE] cannot not in any way be imposed to Parliament [...] However, although it is not bound by the report, being sovereign in its actions and positions, as an entity responsible, Parliament had a duty to meet eminent jurists and other experts within the framework of consultations around this thorny issue on the challenge of elected parliamentarians. All have concluded that in electoral matters, the decisions of the BCEN are not subject to appeal."

On the eve of the meeting that should decide the fate of President a.i. Privert he held to recall "The protection and defense of the higher interests of the nation require the taking large and compelling decisions. Now we are the first protectors and defenders. I invite you, honorable parliamentarians, to elevate yourself above the fray to move smoothly, this piece of history. This date [June 14 2016] that promises to be pocalyptic for many, must pass in peace, calmness, as it has been for several dates in the past, for in the end the institutions come out more strengthened than ever.

[...] Colleagues Parliamentarians, let us be careful to leave the country slipping further; let us avoid that the solutions envisaged in the perspective of solving problems, escalate and produce results contrary to those previously envisaged.

[...] We, the citizens, we engage in politics is to solve problems, not to make new ones. Politics must offer solutions to the problems of the country.

On the sidelines of this meeting, Senator Youri Latortue continues to be in favor of dialogue, though he admits that he is for the non-extension and the departure of the temporary President, saying "Privert will not be President from Tuesday midnight." Questioned about what would happen if Tuesday there was no quorum, he replied, "if the quorum is reversed Tuesday 14, then Privert will be a de facto president."

Ronald Larèche, Vice-President of the Senate wants to appear confident speaking of an agreement Tuesday between the two groups of the Senate (?), That agreement does not seem to acquired, minority senators do not agree to concede on the non-extension of the mandate of Joclerme Privert...
