Haiti - Elections : The CEP can not change a judgment of BCEN 19/07/2016 11:50:17 The Office of the National Electoral Disputes (BCEN) can not, go back to a case already judged, affirms Cholzer Chancy, which emphasizes on the finality of judgments of BCEN (Electoral Decree) after publication of the official results. He stresses the need to accept the decisions of the country's highest electoral court [kind of electoral supreme court], which can not be subject to appeal (Electoral Decree), that the concerned cases, have been well or badly judged. For the President of the Lower House, there is no higher authority to BCEN in Haiti able to challenge its his judgments, he would suggest to the CEP to conduct a case-by-case analysis and arrange for this to not happen again. Attempting to challenge the elected parliamentarians, rather than solve the crisis, risk for more than one observer to lead the country in a much more serious destabilization situation with an uncertain outcome.
