Haiti - Elections : The main axes of program of Maryse Narcisse
Tuesday in a message to the population, Maryse Narcisse, presidential candidate under the banner "Famni Lavalas" clarified the major axes of its political program, which fall within the framework of the White Paper of the Lavalas Party [under the direction of J-B Aristide] "Investing in People".

Main lines of political Program of Maryse Narcisse :

"[...] The territorial dimension :
The policies to the implementation of the territorial dimension will have to make of our development program, an integrated approach. These policies aim to :

- Promote the grouping of production activities of same nature;

- The implementation with the private business sector of sites multi services with technological and financial vocation that will allow the emergence of regional development poles;

- Empowering more regions in the development and implementation of our environmental policy. This approach will facilitate the consideration of regional characteristics in this policy and will allow to associate more intimately production activities and environmental concern and by giving in particular to local authorities the capacity to play a major role in the revival of our environment;

- Giving local authorities the means to fulfill the tasks assigned to them. In this area, government action will go through initially by effective decentralization of public services associated with the effective transfer of powers to these entities;

- Promote interregional exchanges to prevent the attraction force of the metropolitan area of Port-au-Prince come undermine the process which will lead to economic and political autonomy of the regions. Along the way, the role of a functional road network and modern enough will be essential to the full realization of this objective.

Institutional dimension :
Policies related to the institutional dimension of our program fit into a implementation process of political opening and strengthening the state's authority.

We will make of social cohesion and citizen participation in the political process the attributes of this open and welcoming society that we advocate. Constructive dialogue with the opposition, revival of social dialogue and strengthening of political parties will result in an area of fruitful discussions in order to benefiting society of the benefits of organized opposition. We need to reach a historic compromise allowing all girls and all the son of the country to live together in the land of Haiti.

My Government will address the weaknesses of the legal and administrative framework and the justice system

The priority in this area is the strengthening of governance through the promotion of a just State. For this, a judicial quality apparatus is essential. This is a justice that does not discriminate, to which Haitians are equal, and who will say only the right.

We must restore the authority of the State by law enforcement. Any investor search the legal security capable of protecting himself and his investment. Land insecurity is a serious aspect of this problem which calls for a sustainable institutional and social solution. it's the same for the viability of our economic and social investment policy.

The effectiveness of government and improving governance will be the seals of the strategist State that we will promote.

It is for us to lay the foundations of a State present in all spheres of social and economic activities by its orientation capacity and corrections of negative externalities.

I insist on the strict management of our funds, those that the State generates with the Haitian taxpayer of course, but also the aid that the international community makes available to us thanks to the sacrifices of their own taxpayers. The rigorous management of our resources go through the control of corruption on two fronts : the fight against impunity and the systemic reforms required to build confidence. My administration will be that of the fight against corruption.

The economic dimension :
Our economic policy is based on an approach to strengthen public-private sector partnership, the establishment of a legal and institutional framework to promote productive investment in all sectors of national life.

The State will pay special attention to the energy sector, which is the key to development.

We must put Haiti under construction by giving the sector of infrastructure and Construction the generator role of a promising growth path.

Our economic program will provide taxation and economic regulation its role of orientation of activities and of promotion of small and medium enterprises. The choice of foreign companies for the implementation of infrastructure programs must be related to the constraint to associate to it in a close way Haitian businesses to ensure the best outcomes for growth and transfer of technologies that will ensure the quality of recurring maintenance work.

Our economic program will be a plea for the promotion of a viable industrial base. We must give it greater weight to the real production sectors policy.

The implementation of this program to large spectrum, combined with a conducive institutional environment, and the creation of wealth taht it will induce will allow to release the economy from a budgetary corset narrow and release the potential of the financial sector in its role of financing the economy. The role of monetary policy will be central.

The agricultural sector sectors will find their way towards mass production and industrial processing.

The sectors of transport, energy and information technology will play their part of major contributors to growth and technological development vectors.

The tourism sector will regain its heyday.

The social dimension :
Our social policy will be closely linked to public policy underlying other dimensions of our program. Obviously, the short term will be the accommodation of ur options for social within the budget that we will inherit February 7, 2017, in particular to relieve the poor of fate. We indends in the budget that will follow strengthen the burden of financing of Education and Health in expenditure items. But there stop the accommodations without wealth effects.

The social dimension of our program would be hypocritical if it did not give the legitimate ambition to eradicate mass poverty. This is the main solution to the transformation of the zones of lawlessness into viable social spaces. This is a step towards securing private property. The eradication of mass poverty is a long-term endeavor that requires education, health and decent housing. As many priority areas of the State that the national budget will be able to only partially fund. It follows that the creation of wealth through the capitalization of the society is a prerequisite to the eradication of mass poverty.

The social dimension of our program must be related to the field of economic activity because it is the source of funding and because education and health, focus areas of the social dimension, are fundamental to sustained growth and wealth creation which are the economic foundations for sustainable development [...]"
