François Anick Joseph, Minister of Interior and Territorial Communities (MICT) of a boundless optimism, has no doubt that the elections are above the weather constraints and will take place, saying about the elections scheduled Sunday, October 9 "[...] there is a contingency plan that was planned and that takes into account any situation [!] that may arise from 6th to 12th October, that circumscribes the period of voting operation, so the State has thought before that and there is an setting that has been made, so that all things go according to plan.

For now, as you can see even the closure of airports is until Wednesday, that means that if there is something that goes beyond Wednesday, Thursday for sure we will make known if there are other provisions that need to be taken. At the present time we follow the plan we have."

On the side of the Provisional Electoral Council (CEP), sole authority to decide whether the elections will take place next October 9th or will be postponed, it is prudence, a calendar change is not in the agenda, following a meeting Monday on this subject.

It is too early to take such a decision and the CEP merely monitor the situation. One probably have to wait until Wednesday or Thursday after the passage of Matthew and the first assessments of the extent of damage in the country, so that the CEP is able to make an informed decision in consultation with its partners and election stakeholders.

Berlanger, unlike the Minister of the Interior, at least recognizes that Matthew was not provided for in the contingency plan of the Electoral Council.
