Haiti - FLASH : The BCEN applies the regulation, the protesters leave the CTV
Thursday, the 3rd day of verification of the minutes at the Voting Tabulation Center (CTV), the Electoral Court decided to regain control of the situation faced the systematic hindrance of the protesters and decided to apply Article 77 Of the Rules of Procedure which stipulates that "Candidates or their representatives participating in the carrying out of the measure of inquiry may not interrupt or interfere in the work of judges and/or experts in the execution of the measure" instruction. However, they may note the points to be discussed at the resumption of hearing."

With the application of the regulation, the protesting parties can no longer touch the PVs (only visually observe them) nor comment during verification. A decision that provoked strong reactions among the 3 protesting parties that left furious the verification places, in protest, demanding that the Office of National Electoral Litigation (BCEN) withdraw the application of this restrictive measure.

Thursday, the PHTK is thus the only party to have participated, with the BCEN, until late in the evening, to the verification of the minutes without the presence of the protesting parties LAPEH, Fanmi Lavalas and Pitit Dessalin.

According to Yvon Feuillé the agent of Fanmi Lavalas on the CTV, the BCEN uses article 77 to favor the PHTK in the "electoral coup [...]" affirming "Everything that is done without us is null [...]"

Guichard Doré, political adviser of Jovenel Moïse criticized the protestors who according to him, drag the verification in order to delay the date of the publication of the definitive results scheduled on December 29 next, adding "Protesters they were, protesters they are, and protesters they will remain. We do not build democracy with protesters, but with democrats [...]"
