Haiti - Politics : Reform of the Haitian port sector becomes clear 05/02/2017 09:02:56

As part of the implementation of the Haitian port sector reform, Engineer Alix Celestin, Director General f the National Port Authority (APN), welcomed in January the 3rd mission of the Grand Maritime Port of Le Havre (GPMH).
This important mission had a threefold objective: To continue work with the different commissions working on different parameters of the institutional Reform; Initiate the reflection work on a 3-year Strategic Plan for the 2 entities: the National Authority for Port Regulation (ANAREP) and the National Port Management and Exploitation Company (SONAGEP) to be born of the reform and take stock of the Support Project to the Regulatory Strengthening of the Port of Cap-Haitien.
It should be remembered that the implementation of the Haitian port sector reform has resulted in the creation of six Commissions during the first two missions and the implementation of the renovation project for the Port of Cap-Haitien.
This reform aims, inter alia :
- The development of a new legal framework to regulate the port sector ;
- The separation of the regalian missions of regulation of those of exploitation, with the split of the APN in 2 new entities ANAREP the SONAGEP ;
- The opening up of the sector to competiti ;
- The promotion of private investment ;
- The development of the Public / Private Partnership (PPP) through, among other concession contracts, of management ;
- Modernization of Port Facilities ;
- Dynamization of national cabotage through the Economic poles Port.
"This is a Reform wanted, initiated and supported by the Haitian State and which has great advantages for the country," declared Engineer Celestin during the Workshop of restitution of this 3rd mission. He also thanked all those involved, including the IDB, USAID, the GPMH, the various state bodies, the port community and all the officials of the Institution who, through the commissions and entities created for the Reform, are doing remarkable work. "It remains useful and imperative that the very good dynamics that have been set in motion for some time will continue and I encourage all of you not to demotivate, not to give up, but rather to strengthen to leave the example of your courage, your tenacity, your determination and above all your intelligence, to the generations to come," concluded the Director General of the APN.
Following this mission, important resolutions to boost the implementation of the reform were adopted. The Directorate General of the National Port Authority intends to take all legal, administrative and financial measures to finalize in the best conditions this important reform process to allow the port sector to better play its role for the benefit of economic development of Haiti.
