Haiti - POHDH : 2010 - A year of human rights violation 03/01/2011 13:30:40
POHDH back among others, in its annual report on the Emergency Law of 18 months, supposedly voted for humanitarian response following the earthquake of January 2010. This law was published on April 20, 2010, makes effective the state of emergency throughout the territory of Haiti until October 2011. In other words, the accommodation camps constitute a catastrophe of more, in terms of conditions of life and the enjoyment of human rights." Another point trampling the rights of citizens: the decree [challenged], extending the mandate of the President of the Republic until May 14, 2011 under the pretext of ensuring political stability needed to rebuild the country... "It was simply a decision highly unconstitutional" says POHDH. This year also saw the establishment of the Interim Haiti Recovery Commission (IHRC), co-chaired by former U.S. President Bill Clinton and Prime Minister of Haiti, Jean Max Bellerive. A commission which was to deal with the management of the reconstruction projects financed by the funds promised by the international community. For POHNH, "this all-powerful commission, formed without consultation and the effective participation of national sectors, has achieved nothing of serious, if not wasting thousands of dollars for organizing meetings vain" Recalling the thousands of people who are still in the camps without hope of a better tomorrow. "The elections of November 28, 2010 in Haiti, did not allow citizens to exercise their civiland political right given the gross irregularities and the various cases of fraud that characterized the voting day. Hence the post-election crisis following the publication of preliminary results by the Provisional Electoral Council (CEP), whose credibility is weak POHDH wishes to denounce the irresponsible behavior of the President of the Republic in its statement of 23 December on the record of the Courts of Cassation. "The President said that the judges of the Court are unconstitutional, then he has the constitutional mandate to ensure the smooth running of public institutions. It's a demagogic and irresponsible attitude." Highlighting the tragic murders of the teacher-activist, Jn Anil Louijuste in the performance of his duties a few hours before the quake, that of the couple Jumelle and that of the orthopedist Ronald Joseph, Assistant Secretary General of the party "Konvansyon Inite Demokratik (KID)" and former Director of the ONA (2004-2006), POHDH request the authorities to take appropriate measures so that 2011 is better in terms of respect and enjoyment of the rights of citizens.
