Roadmap to the Minister of the Environment : "Axis 1 - Natural Resource Management : - Strengthen the capacity of natural resource operators (in a sustainable way). - Strengthen the capacities of the institutional units of the State and the local authorities responsible for combating the anarchic exploitation of forest resources; - Strengthen the organizational and decision-making capacities of rural actors involved in the management of forest resources; - Carry out intensive reforestation activities; - Propose alternative projects to the rural population to combat the overexploitation of wood resources; - Reduce the demand for forest fuels through the development of alternative energies; - Contribute to the capacity building and accountability of local actors involved in the production, processing and marketing of fuel resources; - Work with relevant institutions to strengthen the legislative and regulatory framework for water; - Establish a system of inspection and monitoring of water quality and ensure the safety of water intended for human consumption; - Educate and sensitize for a rational consumption of water; - Establish a management capacity in all protected areas of the country Axis 2 - Remediation : - Rehabilitate the wastewater treatment center; - Establish national coordination for waste management; - Fight against chemical releases that could endanger groundwater and / or surface water; - Work with relevant ministries and local and regional authorities to strengthen the capacity of institutions in the urban sanitation sector; - Promote basic sanitation measures in rural areas (hygiene in public places); - Establish a genuine public-private partnership in the field of sanitation (waste management in both urban and rural areas); - Ensure the management, packaging, collection, transport and storage of biomedical waste and household waste according to prescribed standards; - Encourage and develop specific standards for SMEs specialized in the treatment and recycling of solid waste and biodegradable waste; - Signing public-private partnership protocols with private firms specialized in waste management (collection, transport, treatment, recycling and recovery of solid, biomedical and biodegradable waste); - Set up at least two modern landfills and sorting centers; Axis 3 - Land Use Planning : - Fight against the development of anarchic structures; - Reduce the population living within protected areas and at risk areas; - Define and implement a comprehensive spatial planning scheme; - Identify areas of population displacement and establish basic infrastructure. Axis 4 - Fighting climate change : - Establish measures to protect mangroves; - Establishment of water retention infrastructures; - Restoration of Hydrometeorological Stations in Haiti's Strategic Watersheds - Increase the area of agroforestry in the country; - Establishment of Watershed Management Committees particularly in upstream areas of irrigated areas; - Develop a water management plan; - Re-establish and improve the environmental information system; Axis 5 - Governance and financial mobilization : - Develop a new action plan for the environment; - Integrate environmental education into the curriculum of the Ministry of Education and the media; - Set up an Eco-School program in 5000 schools and youth clubs for the environment in 50 communes in the 10 departments of the country; - Introduce a series of laws to the parliament and makes ratify the conventions aimed at reorganizing environmental governance, of incentive and coercive framework for a takeover of Haitian physical space; a) Organic Law of the Ministry b) Protected Areas Act c) Planning Act d) Law on the National Agency for Protected Areas - Identify and implement environmental taxes; - Promote the establishment of a Trust Fund for Biodiversity as a financing mechanism for the management of protected areas; - Implement fiscal incentives measures favoring renewable energies, green chains and blue chains; - Put in place financial instruments that increase the capacity to mobilize resources following natural disasters. I ask you to start preparing the 2017-2018 Budget, which will have to be approved by the Council of Ministers, after arbitration by the Ministry of the Economy and Finance, and filed within the required legislative time in Parliament.
