Haiti - Politics : Odette Roy Fombrun proposes a revolution to the PM
Author of numerous instructional books, of a collection of good citizenship and several novels, sacred "living national treasure" in 2009, the former teacher and Haitian feminist activist widely known and respected, Odette Roy Fombrun, who will celebrate her 100th anniversary on June 13, following the dramatic situation drafted by Prime Minister Lafontant, addressed a letter to him in order to present him the revolution that must be made.

Extract from the letter of Odette Roy Fombrun to the Prime Minister :

"[...] It must be admitted that the country has been badly managed and especially that its wealth has never been exploited. Indeed, Haiti is rich and all its wealth is wasted inside the country: natural, cultural and especially historical wealth [...] It should be the country of the Caribbean to receive the most tourists. Now, here it is declared the only LDC (Least Advanced Country) of America

Whatever the options of the States-General, we must come to the exploitation of these wealth. I present to you the way I intend to exploit them: DYNAMISATION OF THE DEPARTMENTS

The revolution that must be done:

The exploitation of these wealth will allow to develop the interior of the country, called country outside. Without its development, there is no future for Haiti: their confined populations invade the cities that they transform into street markets, multiplying the slums, without any hope of well-being. At all costs, they must be taught how to exploit this wealth, so to go back home where the project will create work. Indeed: The dynamization of the departments is a great konite of the mayors of the department. The mayor of the chief town is responsible for creating the Wealth Production Commission (CPR), whose seat will be this town hall and its mayor, the president. The government delegate will represent it at the CPR.

The Commission will have the collaboration of government technicians and private sector volunteers, depending on the needs of the project. Indeed :

- Each communal administration will have to include to the files of the CPR the exhaustive list of the wealth of its commune: waterfalls, caves, ruins, customs, dances, historical sites, us and customs, patronal festivals, available arable land, etc...

- The Government Delegate will have to include in the files of the committee the list of the technicians of the State functioning in the department specifying their area of expertise and the ministry of which they are responsible. They are obviously technicians able to contribute as consultants or actors to the study and implementation of projects to exploit natural, cultural and, above all, historical resources, study tourism circuits or agricultural projects. These technicians will be part of the Technical Commission for Wealth Production (CTPR).

- The deputies of the department are invited to contribute to the research of wealth and the orientation for the development of their regions. They will study bills that are beneficial to the department. They will no longer have to present their problems to the PM but to work with them to resolve them. As the senators.

Of course, TOURIS LAKAY's vision for the endogenous development of the interior communities makes sense here because it is based on the konbite of three forces: the living forces of the community, its often dispersed youth, and its diaspora. All are invited to combine their efforts in projects of investments identified, by the community and the dynamism of its youth, realizable thanks to the interest, the know-how and the financial resources of the diaspora. Because the diaspora is interested in visiting its lakay provided that its lakay offer it certain amenities including: toilets and drinking water.

[...] In conclusion, my struggles concern here as elsewhere, the place that belongs to our country and that we must help it to occupy, by the union and the national konbites :

HAITI, HISTORICAL AND CULTURAL CENTER OF THE CARIBBEAN."
