Haiti - France : 8 million Euros to support the 3rd A.F and the new secondary
During his visit to Haiti, Philippe Bauduin, Deputy Director General of the French Development Agency (AFD) for the Caribbean, after having signed a first agreement in co-financing with the European Union of 11 million Euros (PAFMIR project) https://www.haitilibre.com/en/news-21383-haiti-politics-11-million-euros-for-agricultural-vocational-training.html signed on Thursday with Jude Alix Patrick Salomon, Minister of the Economy and Finance, in the presence of the French Ambassador accredited to Haiti, Elisabeth Beton Delègue, a second financing agreement (Project NECTAR) of 8 million euros for the improvement of the quality of education at the level of 3rd cycle and of new secondary.

To help make the most of the youth of Haiti, the NECTAR project was developed in line with the Bernard reform, which has been the backbone of the Ministry of Education's policy for several decades. In the design of this project, the Ministry received support from its French counterpart through the International Center for Educational Studies, which had accompanied it in the identification of needs and the choice of priority actions to be implemented to advance the reforms of the Haitian education system. The goal of this project is to create a 9-year compulsory fundamental school, which is well articulated in secondary education and other opportunities available to students.

Objectives of the NECTAR Project :

  • Making the 3rd fundamental cycle a diversified end cycle, leading to active life, vocational training or the pursuit of studies;
  • Continue the generalization of the new secondary by the development of tools and the training of teaching and management staff ;
  • Strengthen the capacity of the MENFP to steer reforms and the technical and financial management of the project.

In charge of the Ministry of National Education, the different activities of the NECTAR project will be coordinated with the various structures of the Ministry (central and decentralized). Its implementation also implies the development of essential partnerships with schools and universities.

According to Philippe Bauduin, "AFD is firmly committed to the pursuit of Haitian public policy. The Ministry of Education in Haiti hoped that the added value of this financial support would be concentrated on part of the educational system, which is not supported by other partners : the one at the turning point for the country's youth, integration into working life, vocational training and pursuing secondary education."
