Haiti - Policy : Restructuring of the Human Resources Directorates of the State
Friday, the Office of Management and Human Resources (OMRH), organized a session to present the restructuring plan of the Human Resources Department (HRD), to more than twenty executives of the Ministry of Human Resources including Paul Junior Duchatelier, Chief of Staff to the Minister and Musette Thomas, Director of Human Resources for the Department.

This session was moderated by Yverose François Thermil, Director of the Human Resources Management Systems and Systems Unit, and Chrisnel Gaboriau, OMRH consultant in the KONEKTE program.

Recall that this project of restructuring of HRD is part of the implementation of the Framework Program of State Reform (PCRE), which serves as a reference document for the reform of the State and is deployed in 4 steps :

  • Awareness-raising of stakeholders ;
  • The revision and validation of the Human Resources Management (HRM) ;
  • The advisory support to State institutions ;
  • The implementation of the Workforce, Jobs and Skills Prediction (GPEEC) approach.

With a view to making this restructuring effective, five pilot institutions were selected: the Prime Minister, OMRH, the Ministry of the Environment, the Ministry of Culture and the Ministry of Tourism.

In his speech, Elie Jean Philippe, the OMRH Public Service Component Coordinator reminded participants that we had to rely on human resources if we wanted to make progress.
