Haiti - Politics : At the World Regulators' Symposium, CONATEL promotes its action plan
The last Global Symposium for Regulators (GSR-17), which was held in Nassau, Bahamas, ended last week with the theme "Living in a World of Digital Opportunities". This important annual meeting of the International Telecommunication Union (ITU) brought together the telecommunications regulatory bodies of most of the 192 ITU member countries. This summit is known as a privileged forum for exchanges between regulators to share their experiences on the ever-increasing stakes of an industry that is evolving at an accelerated pace.



A delegation of the Haitian Telecommunications Administration led by Jean David Rodeney, Director General of the National Telecommunications Council (CONATEL) was composed of Jean Robert Magloire, Director of the Laboratory Unit; Eng. Gregory Domond, Director of the Telecommunication and of Capacity Development Training Center (CFTDC) and Eng. Reynold Guerrier, Private Sector Representative.



The new administration of CONATEL, which is its first participation in these conferences, has seized this window of opportunity to promote the Action Plan of the Haitian administration for the period "2017-2022" which is the tool the most structuring that the Haitian telecommunications administration ever disposed to ensure that the sector's contribution to the development of the country is finally a reality.



Action plan of CONATEL :

"The incompressible axes of the action plan adopted by the new administration of CONATEL, which are in perfect harmony with the international telecommunications and ICT agenda, are as follows:

1.- Creation of an enabling environment through the adoption in the short term of a new legal and regulatory framework for the sector and the implementation of the legislative framework allowing the country's integration into the Information Society. In this context, it was agreed to identify the elements likely to be the subject of a specific legislation and to elaborate the preliminary draft laws;

2.- Consolidation of the telecommunications infrastructure through the development of broadband in the context of the negotiation of the allocation of new resources for the operation of 4G LTE. The assumption is that we can not afford to "maintain infrastructure at a discount", a legacy of accommodations of the past, when we put the same wireless resources on it as neighboring countries, which, with the same operators present in their market are in the process of leaving to their posterity a quality infrastructure capable of ensuring a competitive positioning that is valorizing for their development;



3.- Digital development of the territory by equipping all communities and neighborhoods into multipurpose community telecentres built around the innovative concept of "Boundary of Inclusion to the Digital Economy" (BIEN) around which the activity of appropriation of ICT by the formation of the Young people, by the creation of jobs, by the empowerment of women, the promotion of national production, through the cohesion of populations around common and commonly controlled projects;



4.- Integration into the Information Society consisting in the implementation of the various lines of action resulting from the World Summit on the Information Society (WSIS), which contain provisions to allow us to make qualitative and quantitative leaps for our development. Here, it is quality education, health, good governance, the fight against poverty etc... which can be addressed in a productive way; It is the creation of wealth, the empowerment of women and girls, in short, the Sustainable Development Goals in general that find a place of dynamic management and full of strong opportunities. It is in this registry that we must also look at which positioning is more identical and economically appropriate to this integration. Is it for us to subject ourselves to a "follow-up of uses" in what is defined as the Services "Over The Top" or it is a matter of giving us the means to provide us a place;



5.- Development of capacities because, in an essential way in this vast process of transformation, the materials and the methods essential to the appropriation necessitate systematically to develop a training plan which can address all the needs  both in terms of regulation, management of the technologies uses. CONATEL therefore needs to put in place physically the Telecommunications Training and Capacity Development Center, which will provide the framework for the development of the 'Training Plan' and its optimized implementation."


Back in Haiti, CONATEL intends to organize a restitution of these assizes not only through the mission report, but also through presentations for the benefit of all stakeholders in the sector under the aegis of the Telecommunications Training and Capacity Development Center.
