Haiti - Epidemic : Who wants make us believe that the cholera epidemic is stabilizing ?
What reasons, are pushing the government and the Office for the Coordination of Humanitarian Affairs (OCHA) to make us believe that the situation in Haiti is improving on the epidemic plan ? Recall that according to the definition of OCHA, the peak of an epidemic is clearly determined when the majority of affected areas are experiencing a decrease in the number of new cases over a period of 3 to 4 weeks.

OCHA asserts that the number of deaths is decreasing, while at the same time the Group Disaster Relief French (Groupe de Secours Catastrophe Français GSCF) argues that it is constantly increasing ! More OCHA knows very well that, among other: in the area of Port-au-Prince the Government does not record the dead in the community (for some unknown reason) - in the Department of Nippes, because of inconsistencies in monitoring data only 20% of health centers are reporting on this Department - in the Center Department an additional team has been deployed because of the increasing number of warnings, mainly in the communes close to the Dominican Republic - in Grand'Anse the lack information on some communities do not allow to have a definitive overview...


The number of cases would be dropped or would be stabilized ? By looking in the 5 latest official reports published by the Department of Public Health and Population (MSPP) between January 13 and January 17 (latest available) we are seeing a national increase of +4% for cases seen and +5% for hospitalized cases! Stabilization ? Decrease ? Especially since the UN institutions Health, agreed unanimously that the Haitian Government reports are largely undervalued and that the number could be double those published.

It is true that OCHA is using data from January 16, 2011 (+ 515 hospitalizations) as a reference which is the lowest, taking care to not speak of the +3.641 hospitalization of January 17, figure that OCHA could not ignore the eve of its publication. Not to mention that this high-level organization, compares with figures that she says be dated from mid December, while it is in fact data dating back to January 11, 2011...

To reinforce its affirmations, the OCHA informs us of a "good news" : UN partners in the response the epidemic, such as Doctors Without Borders, are planning to close centers and reduce their presence in some regions due to the decrease patients admissions. Forgetting to say also, that some centres are forced to close due to lack of funding... although OCHA warns against the danger of a lack funding to continue the fight against disease in these remote areas, and the lack of community leaders, essential to ensure prevention of the epidemic. In this regard, OCHA said that only 34% of the UN call for emergency funds of $174 million (not 164 million as stated OCHA) were been collected.

Since the beginning of this epidemic we have never ceased to denounce such informations, both at government level as some UN agencies that do not reflect the reality of the humanitarians on the ground. The people of Haiti has the right to know the extent of the epidemic that threatens daily. It is not to be alarmist, we all wish that the epidemic stabilizes and regresses at the earliest, but must be consistent with reality.

Last cholera assessment : since the beginning of the cholera epidemic in Haiti (October 19, 2010), 199.467 people were infected and treated, 112.656 people were hospitalized and 3.927 people died. According to the latest report from the Ministry of Public Health and Population (MSPP), dated of January 17, 2011.
