Haiti - FLASH : Jovenel Moïse evokes the army of Haiti at the tribune of the UN
On Thursday, in his address to the Tribune of the 72nd Ordinary Session of the United Nations General Assembly, President Jovenel Moïse, speaking for the first time front this Assembly expressed his willingness to create conditions conducive to strong, sustained, inclusive and job-creating growth in Haiti and shared the main lines of its program.

Moreover, he has not failed to evoke the new defense force of Haiti

"If the international community has spent thirteen years supporting the national and public security of Haiti; if at each natural disaster the friendly countries come to the rescue of the Haitian people, this indicates that the country needs a defense force.

Therefore, Haiti, after the departure of the Minustah by stages, will set up a military force to accomplish three missions:

- An engineering unit capable of contributing to major infrastructure works, and
to intervene after natural disasters;

- An aviation unit capable of training young people in aeronautical mechanics and aircraft and helicopter piloting following natural disasters;

-A medical unit capable of treating the victims of natural disasters and caring for the residents of the most remote places"


Taking advantage of the podium, President Moïse , speaking about the environment, wished "that GHG-emitting countries contribute with the necessary resources for the effective implementation of the Paris Agreement. Certainly, it is necessary to realize the promise of providing the most vulnerable countries of the means to ensure energy transition to renewable energies and develop their resilience to the adverse effects of climate change" https://www.haitilibre.com/docs/UNDP-HT-ProEnv-EtuEconoCC.pdf

"[...] In the Caribbean, in Haiti, in particular, the latest climate events remind us how climate change affects our countries. At the very moment, Hurricane Maria of a spectacular power threatens us again. However, everything that happens to us is not due to fate, but to the actions of human beings on their environment. Our responsibility for environmental recovery is a shared responsibility.

These victims countries, including the Republic of Haiti, do not have additional resources to respond adequately to the dramatic consequences of climate change.

I am calling for an increase in insurance coverage against hurricanes and other natural disasters. The small Caribbean countries, which are characterized by a severely limited economic space, require an insurance system that is proportional to the threat."

In addition Jovenel Moïse returned to the cholera case and the few incidents between the staff of the Minustah and the Haitian population "While expressing my heartfelt thanks to the United Nations for its commitment to Haiti, I would be remiss if I did not recall two very regrettable situations that resulted from its presence in the country: on the one hand, the odious acts of exploitation and sexual violence committed by certain peacekeepers or other personnel; and, on the other hand, the introduction of the cholera epidemic in Haiti. These unfortunate consequences of the demonstration of international solidarity imply, as the United Nations has already recognized, the moral obligation to adopt measures capable of providing the necessary resources for the elimination of cholera in Haiti."
