Haiti - Politic : CONATEL Action Plan in Accordance with ITU Objectives
The World Telecommunication Development Conference 2017, (WTDC-17) held in Buenos Aires, Argentina, allowed Jean-David Rodney, the Director General of the National Telecommunications Council (CONATEL), to lead a Haitian delegation to expose to debate and evaluate its action plan in relation to the objectives of the members of the International Telecommunication Union (ITU).

At the end of this World Conference, Rodeny who is convinced that Information and Communication Technologies (ICT) can make an important contribution to the sustainable development of Haiti, considers that the coherence of the action plan of CONATEL, which deploys around 5 axes is in perfect agreement with the objectives of the ITU.

CONATEL action plan :
Axis 1.- Creation of an enabling environment through the adoption in the short term of a new legal-regulatory framework for the sector and the implementation of the legislative project allowing the integration of the country into the Information Society. In this context, it was agreed to identify the elements that could be the subject of specific legislation and to prepare the preliminary draft legislation;

Axis 2.- Consolidation of telecommunication infrastructure through broadband development in the context of the negotiation of the allocation of new resources for the exploitation of 4G LTE. The postulate is that we can not afford to "maintain an infrastructure discounted", egacy of the past accommodations while we put the same radio resources than neighboring countries, with the same operators present on in their market, are in the process of bequeathing to their posterity a quality infrastructure capable of assuring them a competitive positioning that enhances their development;

Axis 3.- Digital spatial planning by equipping all communities and neighborhoods with multipurpose community telecentres built around the innovative concept of "Digital Inclusion Terminal" (BIEN) around which the activity of appropriation of ICT by training young people, by creating jobs, by empowering women, by promoting national production, by cohesion of populations around common projects and commonly mastered ;

Axis 4.- Integration in the Society of Information consisting of the implementation of the various lines of action resulting from the World Summit on the Information Society (WSIS) which contain provisions to allow us to make qualitative leaps and quantitative for our development. Here, it is quality education, health, good governance, the fight against poverty etc... that find matter to be addressed in a productive way; Here, it is the creation of wealth, the empowerment of women and girls, in short, the Sustainable Development Goals in general, which find a place of dynamic support and full of strong opportunities. It is in this register that we must also look which positioning is more identically and economically appropriate to this integration. Is it for us to subject ourselves to a "follow-up of uses" in what is defined as the "Over The Top" services or it is to give us the means to develop a place for us;

Axis 5.- Capacity development because, inevitably in this vast process of transformation, the materials and the methods essential to the appropriation systematically require to develop a training plan which can address all the needs as well at the level of the regulation, the management of technologies that the uses. CONATEL therefore has a priority to physically set up the Telecommunication Training and Capacity Development Center, which will provide the framework for the development of the "Training Plan" and its optimized implementation.
