Haiti - Europe : 40 million euros announced for a new food security program...
Within the framework of the "Restitution Workshop of the Organizational Audit of the Food and Nutrition Security Sector" (SAN), financed by the European Union, Hugues Joseph, the Secretary General of the Primature, who represented the Prime Minister advocated for the synergy of the human, financial and logistical resources of the various national and international actors involved in the fight against food insecurity and malnutrition with a view to eradicating hunger and poverty, to the 2030 horizon.

He reiterated the determination of the Moïse-Lafontant Administration to identify all the sectors concerned, to integrate others so far neglected, to widen the circle of national and international actors to put together in order to arrive progressively to the sovereignty of Haiti's food security, in accordance, on the one hand, with the campaign promises of President Moïse and on the statement of Prime Minister Lafontant's policy statement and on other hand the 17 sustainable development goals (SDGs).

The Ambassador of the European Union Vincent Degert hailed the progress made by Haiti and highlighted inter alia the creation of the Interministerial Council for Food Security (CISA), the development of the National Food Security Plan (PNSA) and the implementation of a national food security policy, to be completed by that of nutrition.

Ambassador Vincent Degert announced in the framework of the 11th European Development Fund (EDF) the signing of a new multisectoral program of the SAN amounting €40M , before the end of 2017 in favor of the most vulnerable populations, particularly in the Northwest and Artibonite. This program is intended to strengthen the intersectoral governance of SAN in Haiti.

Several recommendations were made as part of this audit among the following :

Make SAN a complete public policy with all its instruments :
This national policy should be accompanied by an operational action plan with a focus on Results-Based Management, including mapping of all public and private, national and international actors, including technical and financial partners, with a institutional scheme, organizational and of governance mechanisms. It will also have to take into account the panorama of the sources of financing and the modalities of the execution of the expenditure.

Give back to the 3 regal ministries (Interior, Finance and Planning) a more visible role :
This axis will make it possible, among other things, to give the Delegate the means to exercise their mission of coordinator of territorial public policies by depoliticizing and professionalizing the function, and to promote a deconcentration of the governance of the SAN.

Broaden the circle of institutional actors of the SAN :
Add 4 other technical ministries: Ministry of the Environment (resource and environmental management), Public Works (transport infrastructure), Trade (SMEs and VSEs, commercial and industrial, especially agro-food, consumer protection, compliance with international norms and standards) and National Education (school health, pedagogy, research in SAN and National School Canteens Program).

Choosing the optimal institutional scheme for good governance of the SAN :
The aim is to put in place the most appropriate multi-stakeholder system capable of coordinating the different SAN interventions between national actors, including deconcentrated and decentralized and international services.

Design and implement a renovated coordination structure :
With a series of measures providing a solid legal basis; a inter-sectoral supervision affirmed at the level of the Prime Minister; ongoing working relations with partner ministries, optimization of new information and communication technologies to reduce distances, open up, connect, ensure communication etc...

The restitution of the results of the audit participates in the Institutional Support Program for the Strengthening of the Haitian State. Recall that food security remains a challenge in Haiti, a concern for the Haitian state and one of the priorities of the European Union's cooperation in Haiti, due to the continuous acceleration of food insecurity that affect 4 million Haitians in the country, many of whom live in very precarious conditions.
