Haiti - Politic : Corruption, the State at the foot of the wall !
Tuesday, the Anti-Corruption Unit (ULCC), together with the European Union and the Office of the National Authorizing Officer, organized a presentation of four documents aimed at strengthening the fight against corruption. These are 2 technical and practical guides to the law of 12 March 2014 on the prevention and repression of corruption, a manual of procedures and investigation techniques and the new system of declaration of assets.

Charles Jean Jacques the National Authorizing Officer for the European Union said "Despite the many efforts made, I would like to point out that corruption continues to represent one of the main challenges for the Haitian State and efforts must be redoubled in order to stem this phenomenon.

The weakness of the legal and judicial system and the prevalence of the culture of impunity can not be the sole causes of this scourge. Efforts must be made in formulating public policies that must be relevant and credible."

During his speech, Ambassador Vincent Degert, Resident Representative of the European Union (EU) in Haiti said "Faced the corruption, there are finally 2 possible options: Dodge the problem, avoid this disturbing subject or face it seriously from inside the system. The European Union has chosen the second option."

"It is only by resolutely engaging in the path of radical change that Haiti can hope to gradually climb the scale that painfully places the country to the rank 159 out of 76, at the level of the world index of perception of corruption [...]" http://www.haitilibre.com/en/news-19908-haiti-economy-corruption-haiti-poorly-rated.html

We are there in support, not to make [...] They must have the good political will to do it."

Note that in this presentation in addition to representatives of the Civil Society, no representative of the 3 powers of the State was present...
