Haiti - Education : In Dakar Haiti speaks of 20% of the national budget devoted to education
With the participation of more than 10 Heads of State, 60 Ministers of Education, including the Minister of Haiti Pierre Josué Agénor Cadet and more than 1,200 people from diverse backgrounds including of officials from UNESCO, UNICEF, World Bank, philanthropic Foundations, the private sector, more than one consider the International Financing Conference of the Global Partnership for Education (GPE) held in Dakar on 1-2 February 2018 as the highest level educational funding event ever organized.

According to most participants and organizers, this Conference was a success after the announcement of the major donors exceeding $ 2.3 billion for the next three years (2018-2020). Unprecedented global support for the GPE compared to the 1.3 billion mobilized at the last International Conference.

Minister Cadet in his speech, in plenary, welcomed the strong mobilization of all partners for education and invited all actors in Haiti to join the same dynamic for the renewal of the country, which according to him necessarily goes through education affirming "Only a strong and true partnership can help Haiti to do the right thing so that all Haitian children indistinctly can have access to school and receive this quality education sought. He emphasized the efforts of the Moïse-Lafontant Administration to support the education sector which is the government's top priority with 20% of the national budget "taking into account all the spending on education."

It should be noted that in the national budget for the current year, unlike the figure of 20% put forward by Minister Cadet, the percentage of the total envelope devoted to Education does not exceed 16% (page 15 of the budget : https://www.haitilibre.com/docs/17_18_projet_de_loi_de_finances.pdf ) the Minister expects perhaps an additional amount to be registered and announced in the next amending budget.

It should be noted that the GPE financing model is a catalyst for investment in education, working with governments in low-income countries to strengthen their education systems and develop robust sectorial for funds to be directed. confidently to priority areas and thus contribute to improving the quality of education for all children.

Recall that Haiti, which has a ten-year education plan 2017-2027 in the validation phase, will soon be able to benefit from the GPE with a support of $16.5 million with the provision of the three-year operating plan... Recall that over the last 8 years, Haiti has already received funding of about $ 6 million in education of the GPE through the Education For All (EFA) project.
