The National Network for the Defense of Human Rights (RNDDH) has just published its investigation report on the functioning of key state institutions and the evolution of the country's general situation during the first year of the Moïse-Lafontant Government.
Widely detailed and well-documented, this 56-page report demonstrates, according to the RDDDH, that [...] the record of the first year of the Moïse-Lafontant Government is very meager [...]"
The Network, in support of its assertions, margues that the data and information contained in the report show that :
"
- The security situation in the country has been worrying ;
- Land insecurity has worsened ;
- The working conditions of the agents of the National Police of Haiti (PNH) did not improve ;
- Police blunders have been investigated by the General Inspectorate of the PNH (IGPNH) but the judicial authorities have not ensured the follow-up of these files ;
- Legislative and executive power have done everything possible to keep their hold on the judiciary and to reinforce the diarchy that exists at the head of this power ;
- Minors have not been protected ;
- Criminal hearings decreased ;
- The general conditions of detention have worsened and the percentage of people awaiting trial has exponentially increased ;
- The Minustah left leaving behind a mixed record. It is replaced by another UN force with a quasi-similar mandate ;
- The right to an adequate standard of living of the population has not been respected ;
- The rights to education and health of the population have not been a priority for the government ;
- The results of the first year of the "Caravan of change" government program are very meager and the results of the work already done are over-mediatized, while the utmost opacity, envelops the expenses made.
"
In conclusion, the RNDDH emphasizes that "[...] the radio-television spots praising the government work outnumber the works themselves because the Head of State and the Head of Government are polishing their image and informing the population of their willingness to work more than they really work.
While in his induction speech, the President presented education, economic development and reconstruction as his government's priorities, one year later, progress in these areas is not significant. The facts in the report prove it sufficiently."
