Haiti - Politic : End of retreat, towards a harmonious and serene Senate ! 16/03/2018 10:34:37
Test of the Decision : "We, Senators of the Republic, gathered in retreat at the Royal Decameron from Monday 12 to Thursday 15 March 2018, by decision of the Conference of Presidents of Monday, March 5, 2018; Having developed an honest and sincere inventory of the causes of discord at the base of the Senate dysfunction Conscious of the urgent need to restore to the Senate the vitality and efficiency expected by the electorate and the people of the country; Determined to find together and in concert the solutions to the conflicts and disputes which divide us and to tackle the attributions of our parliamentary function for the benefit of the general interest; Considering that the Gordian knot of senatorial dysfunction consists of : - the exclusion of the minority from the Conference of Presidents, - the meetings of 31 January and 1 February 2018 and the resulting resolution on the position of the Corps on the Petro caribe report; Conscious that only this exhaustive inventory of the causes of the discord and the equally honest and sincere search of the ways of solutions to find a regular, harmonious and serene functioning of the Senate of the Republic; Have took the following decisions: 1.- regain, on Tuesday, March 20, 2018, the meeting room in the fullness of the membership of the 29 senators; 2.- the strictly respect the days and the schedule of meetings; 3.- to report to the Legislative Building every day of the meeting at half-past twelve in order to begin the statutory meeting at 2 pm sharp; 4.- scrupulously respect the prescriptions of the Rules of Procedure regarding: - speaking out - speaking time - the number of motions - the duration of motions - the conformity and ethics of language and speech: avoid any excess of language - mutual respect between senators - the respect due to the President of the session and to the Bureau. 5.- to publish each week the list of senators absent from meetings in a daily newspaper with a large circulation, without omitting to notify these absences in the summary report read at the beginning of each session; 6.- formalize as soon as possible the constitution and registration of the parliamentary or political blocs, so that the president of all groups, majority, independent or minority, can join the Conference of Presidents; 7. evacuate the litigation of the January 31st and February 1st, 2018 meetings by: - giving, on Tuesday, 20 March, a summary record of these sittings having fixed to a certain extent the position of the Senate on the Petro caribe report, - putting these reports for discussion and debate with the participation of independent and colleagues of the minority, - concluding the compliance or otherwise of these reports by a vote of the Assembly, - scrupulously respecting the result of the vote and complying accordingly 8.- take steps to apply the prescribed rules of procedure (articles 204 and 211) in the formation of any special commission or inquiry; 9.- to go through these steps in a reasonable time and in good faith so as to tie up the fabric of the Senate and ensure the Grand Corps a regular, harmonious and serene functioning for the good health of Parliament and the Democratic Republic; 10.- to refer to the Ethics and Anti-Corruption Committee any breach of the Rules of Procedure, Discipline and Ethics; 11.- Proceed as soon as possible to a third amendment of the Rules of Procedure of the Senate (chapter on Discipline and Sanctions); Done at the Royal Decameron on Thursday, March 15, 2018, after four days of retreat, dialogue and consultation.
