Haiti - Politic : OCID deeply concerned by the establishment of the Permanent Electoral Council
The Citizen Observatory for the Institutionalization of Democracy (OCID) expresses its deep concern at the hesitations and mistrust surrounding the establishment of the Permanent Electoral Council (CEP) while the Parliament still has no representative https://www.haitilibre.com/en/news-24159-haiti-news-zapping.html and that the judiciary published in September 2017, a list of 36 possible candidates https://www.haitilibre.com/en/news-22194-haiti-news-zapping.html

The OCID stresses that the provisions of the 1987 Constitution amended for the appointment of members of the CEP "[...] are certainly very clear and simple, but the current political panorama where the same political tendency predominates towards the two-headed Executive and in both Houses of Parliament tends to reinforce the climate of suspicion and weaken the ongoing process of formation of the Permanent Electoral Council [...]"

In order to face this challenge and to minimize the possibilities of challenge of the members of the CEP, the OCID "[...] calls for a patriotic burst of the authorities of the power in place and all the political actors and the Civil Society to facilitate the selection of credible, non-partisan and competent personalities."

Recalling that it is also imperative that the constitutional quota of 30% of women, be respected by the three powers of the State in the selection of members of the CEP.

The Observatory believes that "the strict respect of these criteria is a condition sine qua non" to avoid falling into the same traps of the last 30 years: succession of Provisional Electoral Councils, non-compliance with elections, holding elections sloppy or rigged resulting in chronic political crises, systematic weakening of democratic institutions, entrenchment of corruption and impunity, continuing worsening of poverty and social inequalities."
