Haiti - Politic : The State takes control of the PNH, strong reactions
Monday in the Special Monitor No. 6 was issued a presidential decree dated 23 May, submitting to the approval of the Superior Council of the National Police (CSPN), before their implementation, the decisions concerning appointments or transfers at levels of the central and general departmental directorates, the training and the reinforcement of the numbers, the disciplines, the career and the remuneration of the members of the PNH.

Extracts from the decree :

"[...] Considering that the Superior Council of the National Police (CSPN) is the body to define the national policy and strategies in all that concerns the missions of the National Police of Haiti and, for this purpose, must gives its advise on any matter relating to the general regulations, training and staffing, discipline, career and remuneration of the members of the PNH;

[...] On the report of the Prime Minister;

And after deliberation in the Council of Ministers;

WAS STOPPED

Article 1..- Decisions concerning appointments or transfers at the level of the central and departmental directorates of the National Police of Haiti as well as those concerning the general regulations, the training and the reinforcement of the staff, the discipline, the career, the remuneration of the members of the PNH are subject to the approval of the Superior Council of the National Police (CSPN) before their implementation.

Without this approval, these decisions are automatically null and void.

Article 2.- This decree shall be published and executed at the behest of the Prime Minister and of all the ministers, each in his respective capacity.

A decree that provoked strong reactions and speculations of all kinds, ranging from the intention of President Moïse to totally vassalize the National Police of Haiti (PNH), until the next dismissal of Michel-Ange Gédéon, the Director General of the PNH little appreciated by the Executive.

The former Director General of the PNH Mario Andrésol considers that this is an implicit revocation of Gédeon, even if he remains convinced that an order can not modify the law establishing the PNH, he urges the Head of State to reconsider this decision.

Senator Francenet Dénius (VERITE) close to power, believes that the executive has exceeded the limits and demands the withdrawal of this decree. For his colleague Nènel Cassis (LAVAL) this Decree is a form of coup against the PNH to try to hand it over to the political authorities, the full power through the CSPN who could before this Order, only give its opinion on the regulation of the PNH and a set of provisions. He called for the mobilization of both chambers for the withdrawal of this decree.

The National Network for the Defense of Human Rights (RNDDH), just like Justice and Peace fear an absolute hand of the Executive on the PNH and recommends to the Parliament, in order to avoid the politicization of the police, to intervene quickly to force the Executive to recall this presidential decree.
