Haiti - Economy : The employment index up 12.3% over one year (2017-2018) 25/06/2018 10:30:01 Calculated from data from administrative sources provided by employers, this index can not provide information on the level of unemployment in the economy. It is only a trend indicator that gives an idea of the evolution of employment, especially in the formal sector. Due to the constraints related to the retrieval of questionnaires from companies, the quarterly data has a delivery period of several months after the quarter under study. The employment index in the first quarter of 2018 shows an increase of 12.3% year-on-year to 107.3 against 95.5 in the first quarter of the fiscal year 2017 This increase is mainly attributable to Public Administration supported by temporary labor-intensive jobs, which rose from 93.0 in the first fiscal quarter 2017 to 111.2 in the first fiscal quarter of 2018 (+ 19.5%). While the index of Public Enterprises has changed only by 2.2% during the same period. In the first quarter of 2018, NGO and International Organization (IO) employment grew by 12.4% year on year, from 98.5 to 110.8. Taking into account the stagnation recorded in the IOs, this increase is mainly due to NGOs which increased by 12.6%, between the 1st quarter of 2017 and the 1st quarter of 2018. The positive evolution of the Index for the quarter under study is supported particularly by the tertiary sector +16.0% (IE going from 94.6 to 109.7). For its part, the secondary sector, comprising Industries, Construction, Electricity and Water fell sharply (-17.0%), the index stands at 86.2 against 103.9 for the same period last year. All components of the tertiary sector contributed to the rise in the index, but it is mainly non-market services that is the largest. In fact, the branches of commerce, restaurants and hotels, financial intermediation and other market services grew at a relatively moderate pace of 4.5% on average, while non-market services grew by more than 144.4% year-on-year. This temporary peak can largely be explained by labor-intensive work in the Public Administration. In the first quarter of 2018, the increase in the Employment Index for men is 7.5% year-on-year, while that of women for the same period is 23.8%. This marked increase in the female employment index can be explained by the predominant use of women in labor-intensive work. The IHSI informs us that collection difficulties, such as the rate of non-response of the administered questionnaires or the refusal to collaborate of certain institutions, forces us to temporarily give up the calculation of certain expected indicators, such as the the job loss index, the permanent and temporary employment index or the employment index of foreigners.
