Haiti - Elections : Warnings to the candidates...
Tuesday, during an awareness session and of formation around the Presidential and Legislative observation of 20 March 2011 where were present representatives of the National Council of Observation (CNO), of the Provisional Electoral Council (CEP), the Initiative of the Civil Society (ISC) and the representatives of the diplomatic corps, Noel Laguerre, Executive Director of CNO said he hopes that the elections take place in a climate of peace and of security and has warned the candidates that are preparing to hold demonstrations on election day or after to claim victory.

For its part, Rosny Desroches, the head of the ISC was concerned by the calls of the two presidential candidates, who have asked their supporters to go in the streets to declare victory as soon as the elections are finished, recalling that such events before the publication of final results could be the cause of social unrest and undermine the country's image...

The CEP has also warned both presidential candidates, who have urged their supporters to claim victory before the publication of the election results, noting that the articles 122.2 and 122.3 expressly forbid all street demonstrations in favor of a candidate until the publication of the final election results. The CEP warned that the violators will bear the full responsibility of the potential damage recorded during these events.

Edouard Paultre, the head of the Haitian Council of Non State Actors (Conseil Haïtien des Acteurs Non Etatiques CONHANE), present at this meeting, welcomed the implementation of the recommendations of experts from the Mission of the OAS to correct the irregularities and fraud of the first round of elections. He urged voters to vote massively in order to allow to the next Government to enjoy of a great legitimacy, expressing the wish for a turnout of 60%.
