Haiti - Elections : Mgr Louis Kebreau share his concerns
Three months after a chaotic first round, Haitians go to the polls again on Sunday morning where they will have to choose for president between Mirlande Manigat and Michel Martelly, the favorite in the polls. Despite the pledges, Haiti is still living in a great misery and its reconstruction 14 months after the earthquake is still pending. The former President Jean-Bertrand Aristide, after 7 years of exile in South Africa is returned in Haiti yesterday and could add to the confusion.

The day before the returned of Aristide, Mgr Louis Kebreau, President of the Episcopal Conference of Haiti, shares his vision on the Haitian society, the elections and the uncertain future of Haiti...

Olivier Bonnel : What is the mood in Haiti, this is the resignation, fear ?

Mgr Louis Kébreau : "To be honest with you, I think we live a moment of great confusion because you see, to the horizon plane this news of return of President Aristide and this creates the confusion and the panic finally we wonder if there will be elections. For cons, the two candidates in list Mrs. Manigat and Mr. Martelly are trying to continue their meetings in different regions and of course we wonder where we're going with this election because as I say, there are many uncertainties, many fears, nothing seems to be emerging on the horizon so it's a rather tense atmosphere in which settles the second round next Sunday [...] many more concerns [...] basically, we do not see the future taking shape, that is to say we are there, we hear the speech, a society project exist or no ? Is there really a desire to work for the dignity of man ? Do we really want to get people out of this moral decay in which these people live for over a year ? There is all this is on the horizon, there is the misery, this is a fragile situation that we're living and in the Archdiocese of Cap-Haitien this is the same thing, there are a lot of tension, you know there are bandits everywhere, who throw stones... finally a climate of dissatisfaction if you want."

Olivier Bonnel : This reconstruction of the Haitian Man and of its dignity Mgr Kebreau, is not found in the political programs of the two candidates facing each other in this presidential election ?

"Not at all, you know, that is sad to say, you are faced with an ignorant people, a people hungry, thirsty, a people whose is often trampled dignity. [...] The problem of Haiti, is a problem of education, of training in depth and today more than ever, the problem is really felt, there is not a project of society, there are not a project for the rehabilitation of man, we must recognize that Haiti is a country under protectorate then basically there are many actors who enters into account and make the situation difficult"

Olivier Bonnel : You think about who especially Mgr Kebreau when you think about these actors ?

"Imagine a country where you have more than 10,000 NGOs that are on the ground, who controls them ? Who guides their work ? What do they make concretely ? [...] basically, Haiti, for me, is a country who is undergoing a great cacophony, today, that's the problem. We do not see anything, we do not understand anything, everything is centralized in Port-au-Prince, the hinterland is ignored completely. There is a myopic vision of the reality to be able really to build a project, then there is also a problem at the level of the management of the country. With these candidates running, what is their plan? What will they do? Nobody knows, everybody is in doubt, the confusion, we expect... I do not know what, but, now, people are in pain, misery, with the result that are the poor which pay the consequences..."
