Haiti - Security : Fight against narcotrafic in an airport
A 4-day training course "Narcotrafic in an airport: airport crime, profiling, targeting of passengers" organized by the Internal Security Service of the French Embassy in Port-au-Prince, was given by the Divisional Inspector of Customs Laurent Schloesser a trainer of the Interministerial Center for Anti-Drug Training (CIFAD, Martinique) and Mathieu Loir a customs officer of the Guiana Customs Regional Office based at the Cayenne-Rochambeau airport,

10 AGENTS from the D.C.P.J. Counter-Narcotics Bureau Haitian assigned to the Port-au-Prince and Cap-Haïtien airports, the K-9 Brigade, three Interpol officers, two investigators from the DCPJ Miners' Brigade and five customs officers from the international airport benefited from this training, which addressed all aspects of the problem of crime in an airport, in connection with serious crime and more specifically drug trafficking :

  • Drug geostrategy: consumption, production, global traffic;
  • Airport crime with case studies;
  • Profiling and selection of passengers at risk: questioning and searching of luggage, hidden means;
  • Targeting passengers: study of passenger lists and booking and registration files, PNR file analysis;
  • Practical exercise of profiling at the airport and in situ questioning;
  • Simulation of on-site control.

The exercises carried out in real conditions with the help of the managers of the company Air France, at the heart of the international airport Toussaint Louverture, allowed the participants to implement the teachings and techniques delivered by Mathieu Loir, who availing himself of a daily practice of customs control at the airport, to share his experience notably by evoking with his Haitian colleagues the files he is dealing with at Rochambeau airport in Cayenne.
