Haiti - Politic : Michel Martelly talks about reconstruction
In an interview granted to The Canadian Press, the President Martelly expressed his views on the reconstruction of Haiti. For him there is no doubt that "It is the Government of Haiti which must lead, which must take its place [to the command] in the reconstruction [...] The opinion of the Haitians did not always count [...] even within the Interim Haiti Recovery Commission (IHRC), the power of the Haitian representatives is almost nonexistent. Projects are selected by the foreign party [...] The international community has tried everything to help Haiti [...] it does not always work, which gave rise to this wave of NGOs that are on the field and who receive much more money than the Haitian state [...] NGOs have a lot of money. Unfortunately, they do not respond to anyone, no questions are posed to them and they act as they want it in any zone [...] The state could at least monitor the NGOs and ensure that they operate in specific locations and that their programs integrate a national plan [...] This will change as soon as we will be installed"

"For me, the most important thing, it is to talk of the confidence that no longer exists between the population and the state and with the partners of Haiti. It is imperative to restore confidence so that we give courage and strength to the population. Also restore confidence to the partners of Haiti because that made a long time that they consider the Haitian cause and despite everything, we wait to see results [...] I want to see Haiti move forward and not just collect money. I'm much more interested to invite partners to donate infrastructure, hospitals, health centers, libraries, agricultural machinery and implement a control structure. I am much less for the money that for the results."

"The Haitian diaspora sends more than 1 billion and half per year to relatives which are remained in Haiti. A significant contribution but misdirected [...] This money comes by $100 per person or $ 200 per week. It is not used for projects which would bring sustainable development in some cities. I propose to create a team that will get in touch with the diaspora, the diaspora also represented by a team, and these two teams will be able to work together on projects which would bring sustainable development [...] The diaspora has a role to play. It should return home. It was afraid to return because of insecurity. Its first role would be to be the first tourists, that we need so much. It could give the example. It could also come with solid projects which can make a difference [...] I suggest that this diaspora constitutes itself in force and that this gives something tangible."
