Haiti - Politic : The Chinese will build the new Parliament at a cost of $89M
The construction work of the new Haitian Parliament started by the Dominican firm Hadom and then suspended by the Government of Haiti, will continue with the Chinese firm Hongyan Construction Company Limited, whose headquarters are in Zhoukou (Eastern Henan Province) in the Republic of China. The new Parliament, an imposing complex of 40,000m2 consisting of 4 buildings that will be built at a cost of 89 million dollars, was awarded to the Chinese firm during a special tender, procedure used when a building is classified national security (Parliament's plans can only be disclosed under certain high security conditions).

The construction works, located on the site of the former Parliament destroyed by the earthquake of January 12, should last 36 months out of contingencies (excluding days or weeks of mobilization, strike, riots etc...)

According to Clément Bélizaire, General Manager of the Public Buildings and Housing Unit (UCLBP), the financing of this project is a combined fund resulting from the cancellation of Haiti's debt (probably by the International Monetary Fund) and the Treasury equally (50/50). On this last point it specifies that the Government will distribute this expenditure over 5 fiscal years (± 8 million per year)

The new Parliament is part of the Capital Administrative City project. The parliamentary complex will include 4 buildings. The two Houses of Parliament will be housed in a 7-storey building. The Chamber of Deputies will have 151 offices of approximately 20m2, administrative and support offices and 5 meeting rooms. The Senate will have 37 offices of approximately 20m2, 3 meeting rooms and administrative and support offices.

The hemicycles, the meeting rooms and the administrative and support offices will be housed in a separate building on an area of ​​more than 6,100 m2. In the same building, there will also be media spaces at the amphitheatres and the Senators car park (60 spaces). A third building will include the parking of deputies (287 seats) while the fourth and last building will be reserved for reception rooms, control rooms, VIP lounges, libraries, conference rooms and press etc...
