Haiti - Elections : Dorsinvil out of his silence, his chief of cabinet resigns
Gaillot Dorsinvil, the President of the Provisional Electoral Council (CEP), out of his silence after having proposed to set up a National Electoral Complaints and Challenges Bureau (BCEN) special to "retry" some results of the 19 seats contested during the announcement of final results of the second round of legislative elections. Yesterday Wednesday, before a meeting with Council members to try to resolve the crisis, while the advisers do not wish to follow the recommendation of the President of the CEP, Gaillot Dorsinvil explains his proposal.

"When I was my home, I thought, I estimated that we could not publish the results of the proposal of the OAS in the way they were presented, because it is outside the law. We believe that it is easier for us to think about the proposal of the OAS and to make which is called a Special commission to examine how the work was done at the BCEN. Now it's just another BCEN which is capable to do what I proposed [...] in my personal reflection [...] the same way that everybody can make a reflection, I can make reflections also, it is a personal reflection, and not from the entire Council.

It's a proposal that I made ​​to create a Commission that would have 3 lawyers and 2 counselors to make a panel of judges, to conduct an audit in the Vote Tabulation Center (CTV) of the 19 contested cases, ie, the 17 deputies and two senators, so that this Commission can see [...] if indeed all these cases have been well tried and produce its conclusions and deliver them to the Council.

One thing that everyone has forgotten that I recall, It is that the CEP has applied the BCEN decisions and that the institution does not have to make choices, this Special Commission able to sit, not to sit in terms of pleading... this is a misinterpretation, will take the documents, all records, re-analyze them, make audits at the CTV and produce another report or to make what is called a "Retry". Here is my proposal. I'll go sit with the Council immediately [...] to immerse ourselves in the matter, and that by Friday, we may be able to put an end to this issue because the country has suffered too much from this crisis, it is necessary that the elect enter to continue the work."


We learn from usually well informed source, that Serge Jules Audate, the Chief of Cabinet of the CEP, have resigned. Persistent rumors suggested in recent days, that the Chief of Cabinet had asked to Gaillot Dorsinvil to resign. The refusal to resign from the President of the CEP, could be behind the resignation.
