Haiti - Football : FIFA's audit and evaluation missions to the country
The Financial Assistance Program (FAP) established under the mandate of Sepp Blatter, President (1998-2005) of the International Federation of Football Association (FIFA), has introduced strict control of funds allocated to associations, before extend its controls not only to the funds it makes available but in addition to all other funds whatever their source, sponsors, donations, subsidies, own activities like sales, player licenses, income from matches among others...

The associations are obliged to undergo an internal audit by its internal commission, another by an independent national company in more time and another audit by an international firm. Failure to meet these mandatory requirements requires FIFA to refrain from any subsidies until the relevant audits are performed and approved by the FIFA Audit Committee.

In Haiti, these control procedures over the years have become even stricter to check costs, tariffs, visit banks or are domiciled the accounts of the Haitian Football Federation (FHF), bank statements reviews.

Last August FIFA delegated an audit expert who reviewed all the FHF accounts, interviewed members, visited and questioned the companies that collaborate with the FHF.

In the wake of the audit, FIFA has sent a mission since 11 September, the Trinidadian, Stacy Daniel, Officer Development Programs Manager, accompanied by the FIFA Development Officer of the Regional Office of Barbados Jordan Victory, with a view to a complete evaluation of the ongoing projects in Haiti funded by the International Federation.

Their mission, accompanied by senior members of the FHF, is to monitor, evaluate (throughout the national territory) and also advise on FIFA programs, review with the leaders of the Haitian Federation the level of achievement and programs, inform them about new products offered to associations, help them to better master the editing of projects to go faster in their activities.

During this mission, the members of the mission advised the FHF to present a budget program that takes into account the permanent nature of some of its projects, that relating to subsidies to be given to the assumption of responsibility for the organization of the national Championship, the operation of Camp Nou, the center school where the young talents of the center study, suggesting that it is no longer necessary to make a specific project for the realization of the Haitian Championship of professional football, or the operation different academies, but preferably to include these activities in the permanent expenses a way to avoid the delays in the disbursements since all the projects to be submitted by the commission of development to be approved which is prejudicial to the continuity and to the success these programs.
