Haiti - Politic : National Identification Card, obligation and benefits
The Ministry of Justice reminds all Haitian citizens who have reached the age of 18 years, the obligation that is made to them, under the Decree of June 1, 2005 on the National Identification Card (CIN) and the National Identification Office (ONI), to complete the necessary formalities to obtain their CIN.

To do this, all persons who are 18 years of age must report to an Office of the ONI with their old national identification card if it has already been issued, accompanied by a copy of the birth certificate, or the copy of the extract from the archives, or the copy of the baptismal certificate. Applicants who turn 18 in the not-too-distant future will report to an ONI office on their birthday and if that day is a public holiday on the next business day and will also have one pre-quoted documents for the fulfillment of the required formalities, in order to enjoy the benefits provided by a CIN, listed in Articles 11, 12 and 13 of the decree which stipulate :

Article 11 :
The National Identification Card is due to any Haitian major :

  • To hold a position in the public service, assume a political function;
  • To hold a salaried job;
  • To claim any document from the central or decentralized public administration;
  • To be an agent;
  • To register in higher education institutions;
  • To obtain a passport, a driver's license, the registration plates of any motor vehicle, an insurance policy or renew it, a license to carry arms, an academic or professional title and all other documents with public effects;
  • To do all civil acts and to sue both by asking and by defending
  • To obtain the registration of trademarks and patents;
  • For any registration, asking or request to the registry of the civil status or the service of the Civil Registry of the National Archives;
  • To take part in an examination or competition to obtain a permit, a diploma or a title recognized by the State;
  • For any financial transaction;
  • For any authentic instrument or private document having an effect on the patrimony;
  • To benefit from a social program of the State;
  • To vote at any election meeting;
  • To apply for an elective position of the State or a local authority;
  • To register a political party or ask for recognition;
  • To register a group or group of political parties;
  • To solicit public funding for the party's election campaign, political party grouping or grouping;
  • For generally all other cases requiring an identification piece.

Article 12 :
The National Identification Card is the only document allowing an elector to exercise his right to vote in any electoral assembly

Article 13 :
Their CIN numbers must be included in any civil, commercial, judicial or extrajudicial, authentic or private writing.

Note that the National Identification Card must be presented at any request from the police or the competent authorities.
