"I recalls to Mr. Micky who, perhaps, do not master the various articles of the Constitution or the Constitution in its entirety, that he must stop behaving like a bull in a china shop [...] I told him immediately that the Parliament is not a fair where we make anything [...] He has the right to have a Prime Minister in which he set his heart, this is a right that he has. But to say that he has chose a prime minister or has composed the Cabinet of Ministers he can not do it, Why ? Because it is not a President sworn in, he is not President yet, hr is still a private citizen who is elected President, as a private citizen who is elected President, as a private citizen who was elected deputy or senator, he did not swear. Secondly, to choose a Prime Minister, the Constitution says how this choice should be done, in case that interests us [...] because there is no party which has an absolute majority at the parliamentary level, the Prime Minister must be chosen in consultation, I said well MUST BE CHOSEN IN CONSULTATION with the Presidents of both chambers, and none of the presidents of both chambers has been consulted to date.
