Haiti - Politic : Jouthe publishes the decree on the right of members of the PNH to syndicate
Following the resolutions adopted on Tuesday March 10, during a special meeting of the Superior Council of the National Police https://www.haitilibre.com/en/news-30241-haiti-flash-the-government-yields-to-pressure-and-accepts-a-police-union.html , the new Prime Minister Joseph Jouthe published a decree amending article 11 of the decree of June 20, 2013 establishing the special status of the members of the personnel of the National Police of Haiti, pending the decree to organize the right of association or union in the public service.

DECREE :

"Joseph Jouthe Prime Minister,

[...]
Considering that the regulatory framework of the National Police of Haiti must comply with public service standards;

Considering that it is necessary, for this purpose, to modify the decree of June 20, 2013 relating to the particular status of the members of the National Police of Haiti;

On the report of the Minister of Justice and Public Security,

ORDER

Article 1.- This decree amends article 11 of the decree of June 20, 2013 establishing the special status of members of the staff of the National Police of Haiti and dealing with the career development within the institution .

Article 2.- Article 11 now reads As follows:

'Article 11: Officials of the Haitian National Police of all ranks are subject to the following conditions:

1. They are voters like any citizen but can only stand for election if they resign two years before the elections;

2. They can join and organize in a union to defend their rights under the conditions provided by law.'

Article 3.- This decree will be printed, published and executed for legal purposes.

Given at the Prime Minister's Office, in Port-au-Prince, on March 10, 2020, Year 217 of Independence.
