Haiti - Education : Automatic transition to the upper class of students of the first 3 A.F.
By ministerial decision, bearing the signature of the Minister of National Education Pierre Josué Agénor Cadet on April 14, it was decided that the transition to the upper class of students of 1st, 2nd and 3rd Fundamental Year (AF), will now be automatic.

This decision, which will be effective from the next academic year 2020-2021, is the product of several months of discussions and reflections between officials of the Ministry and actors of the education system. The Inspectorate General for Education, which was called upon at the request of Minister CADET, has published a guidance document on this subject since June 2019.

Among the elements mentioned, inter alia to justify this decision, we can note all the diagnostic reports of the education system showing the high rate of repetition and dropout at the level of the 1st cycle of basic school; the immense waste of resources at the undergraduate level and the need to promote and improve the internal efficiency of the Haitian education system.

A working group has been set up to monitor the implementation of this provision. Its tasks consist in developing the framework for defining and organizing the evaluation system for the first cycle of Fundamental School, establishing the process for implementing the system, setting the responsibilities of the various actors and stakeholders, to determine the support measures and to propose the methods of application of the measure, throughout the school system.

The Group, which will work under the supervision of the Director General of the Ministry, has 6 months to submit the report of its work to the Minister.

A vast communication campaign is also planned around the Automatic Promotion so that the general public and the educational community in particular can fully understand the meaning and scope of this decision.
