Haiti - Diaspora : Videoconference on the application of the rights and duties of Haitians living abroad
Tuesday, following the initiative of Louis Gonzague Edner Day the Minister of Haitians Living Abroad https://www.haitilibre.com/en/news-30893-haiti-diaspora-message-from-the-minister-of-haitians-living-abroad.html Day participated in a videoconference working session, with Junior Moschino, General Coordinator of the integration of the Diaspora for the emergence of a New Haiti (IDENH) and several members of this movement of the civil society whose mission is to advocate for the respect and application of the rights and duties of Haitians living abroad.

This videoconference focused on the mechanisms and policies to be adopted for the integration and participation of the diaspora in Haitian public life. In addition to Minister Day and Moschino, the following members of IDENH participated: Frantz Délice Director General of IDENH, Valéry Mazile Secretary and members: Antoniel Cenat, Edwin Cérant, Samuel Colin, Guy Bernard Estriplet, Gary Muzeau, Emmanuel Philosca, Pierre André Jean Raymond, Ady Timmer, Merline Urlysse, Laurence Marcel, Sergo Lubin and Jeff Judeley-Amy.

Summary of points raised :

- The Haitian State must recognize the diaspora as a key sector of national life and integrate the diaspora in the negotiation and consensus-building phases;
- Facilitate the implementation of regulatory measures to allow Haitians living abroad to exercise their right to vote on the basis of place of residence and to participate in the choice of the President of the Republic;
- Protect the constitutional achievements of Haitians who have dual nationality and multi-citizenship and regulate procedures to facilitate the enjoyment of this right;
- Participate as members in the Provisional or Permanent Electoral Council like all the other vital sectors of society;
- Allow and facilitate the Haitian diaspora to be able to participate in national referendums;
- Allow and facilitate Haitians living abroad to register on time with the registers of the National Identification Office (ONI) and the appropriate electoral lists;
- Promote Haitian elections through communication networks in the diaspora and facilitate the exercise of the diaspora's right to vote in each election in Haiti;
- Authorize the ONI to ensure the registration of Haitians living abroad, by setting up registration desks within the various diplomatic representations, such as consulates and embassies;
- Make the polling stations operational and promote the mechanism that effectively allows them to exercise their right to vote;
- Actively participate in the functioning of the State
- Be represented in Parliament
