Haiti - FLASH : The CSC submits its 3rd and last report on the use of the PetroCaribe fund
On Monday, the Superior Court of Accounts and Administrative Litigation (CSC.CA) submitted to the President of the Senate, Pierre François Sildor, the 3rd and last report supplementing the audit of funds spent under the PetroCaribe program.

On Monday, the President of the Senate, Pierre François Sildor, received the members of the Superior Court of Accounts and Administrative Litigation (CSC.CA) for the tabling of the 3rd and last report completing the audit of the funds spent under the fund PetroCaribe.

This 3rd report, which completes the audit on the management of the PetroCaribe fund, follows on from the 2 previous reports published successively on January 31, 2019 https://www.haitilibre.com/docs/PETROCARIBE-31-01-2019.pdf and on May 31, 2019 https://www.haitilibre.com/docs/Rapport-final-2-CSCCA_31-mai-2019.pdf .

In this 3rd report of over 1,000 pages, the Court analyzed 32 projects with a total value of more than $261 million, the other 33 projects having been dealt with in the two previous reports.

The Court presented the results of its work by institution in order to define the responsibilities of each other.

Levels of responsibilities :

First level:
Officials (surnames, first names and titles) of the State Administration directly involved in the implementation of a project;

Second level:
The officials (names, surnames and titles) of the regional or decentralized administration directly involved in the implementation of a project;

Third level:
The managers (names, surnames and titles) of the executing and monitoring companies directly involved in the implementation of a project.

In its general conclusions the CSC/CA writes "[...] this report shows that significant deficiencies have been associated with the planning and implementation of development programs and projects financed by the PetroCaribe fund.

The Court clearly established that key steps relating to the sound management of investment projects were not followed. The interrelation required between the key parameters, the nature and extent of the work, the cost estimate and the schedule for the successful implementation of development projects such as those financed by the Petro-Caribe fund, is failing. For many projects examined, a poor definition of needs, the use of incomplete estimates, an insufficient risk analysis, the addition of work deemed not essential explain the observed overruns of the real costs of the projects in relation to those announced at the outset. .

Ultimately, the Court demonstrated that key steps related to the sound management of real estate projects were not followed and in doing so, investment projects and contracts related to the PetroCaribe fund were not managed in respecting the principles of efficiency and economy. In addition, no concern for future generations has been taken into account in the implementation of these projects [...]"
