Haiti - Politic : Today filing of the documents of Bernard Gousse...
Bernard Gousse, Prime Minister-designate, should file his documents this Tuesday to the office of the Senate for consideration by a commission composed of the Senators : Lucas François Sainvil, Nènel Cassy, Yvon Buissereth, Wencesclass Lambert, Edwin Zenny, Francisco Dalacruz, Jean-Baptiste Bien-Aimé, Jean William Jeanty (President of the Commission) et Jean Willy Jean-Baptiste).

Joazile Rudolph, the President of the Senate confirms that he received the correspondence of 16 Senators opposed to the candidacy of Prime Minister-designate, noting that this political declaration that commits only of the Senators concerned, has no legal effect and shall in no circumstances suspend the ratification process under way.

He reminds to the Senators that the Bureau of the Senate, in the perspective of fulfilling its legal obligations "can not submit the parliamentarians to an advance ruling." The only possibility offered now to Mr. Gousse is to try a final negotiation with the political forces in the Senate to try to persuade some senators to change their minds.

If the position of the majority group and its allies remains unchanged, the chances of ratification of the Prime Minister-designate are zero. According to Pierre Robert Auguste, Coordinator of the Generation of Global Change (GCG), the country could face a crisis if the Executive and Parliament, continue on the path of the intransigence.

Grégory Mayard Paul, the Special Adviser of the President still hopes that the Parliamentarians will take up and recalls that "...the President, prior to designating Bernard Gousse has made consultations, his team, has made meetings, consultations in order to ensure that Mr. Bernard Gousse will indeed be ratified. Today we are faced with a certain letter... or a certain I do not know what ... claimed to be a petition, which was signed by 16 parliamentarians [...] This casts a predisposition to reject [the Prime Minister-designate] on personal criteria, without thinking of the country, without thinking of the Constitution, without thinking to the common interest. I hope anyway, I want to believe, I hope that the parliamentarians will recover and that they will see that this can not do that way, because we must not trample the constitutional texts..."

Among the Senators each seems determined to remain in their positions. Voices are raised to condemn the political resolution of the parliamentarians before reviewing the file, as Professor Sauveur Pierre Etienne, which emphasizes the illegality of the process. If some Senators, such as among others : Jean-Baptiste Bien-Aimé, Moïse Jean-Charles, Evallière Beauplan preach the intransigence and the rejection of Prime Minister-designate, others as the Senators Francisco Delacruz, Andris Riché and Edwin Zenny still believe in the possible ratification of Bernard Gousse.

For his part, the Senator Andris Riché (ALTENATIV), favorable to the Prime Minister-designate, hopes that the Head of State will strongly defend his choice "I think that in this country, we need a minimum of respect for people who make efforts, people who went to school, people who would like that this society works in a certain righteousness. I do not believe that intellectuals, like the Senators, may take positions like that, without giving the person a chance, or listen.

Moreover, what is the signification of the filing of documents ? Someone comes to file it documents if these documents are consistent, it must be ratified. In addition, it is necessary to await the presentation of the general policy. The process for me must continue and I hope that Mr. Martelly will not take the same position he took with Mr. Rouzier and that he will take a position so that Gousse be defended. The country needs a government and this as quickly as possible, I encourage the Senators to move forward, which will be good for the institution in which we live and for themselves and the country..."

Except that people should not forget, that a few allegations, even unfounded, can justify a vote of rejection, as was the case with the previous candidacy of Daniel Gérard Rouzier...

The Senator Evallière Beauplan (PONT) and several of his colleagues remain intransigent "there are 16 senators who said that he does not like this profile [...] we are not going to give a vote on something that wastes time, in order to save time we have said publicly which vote we will give, so if the President does not want to waste time, it will change and send a different profile [...] regardless the nature documents of Bernard Gousse, I will not vote for him. I will vote according to my belief" asserts the Senator Beauplan.
