Haiti - Politic : Bernard Gousse, the solution is in the negotiation
Yesterday the Prime Minister-designate, Me Bernard Gousse has filed his documents to the Senate https://www.haitilibre.com/en/news-3422-haiti-politic-me-bernard-gousse-file-his-documents.html , they will be reviewed by a special commission, in order to see if he pass or not to the second step which is the ratification by the Assembly.

The Senator Jean William Jeanty, the President of the commission in charge of studying the file of Me Gousse indicates to have received about 14 pieces based on the criteria established by Article 157 of the Constitution "we need to check if the person is Haitian of origin and it has never renounced to its nationalityin this sense he gave us his birth certificate, of his father and grandfather, he given a certificate of nationality, 4 haitian passports, his tax number, his national identification card, a certificate from the Registry of First Instance of Port-au-Prince, he gave a certificate from the Directorate General of the Judicial Police to show that he has no problem with Justice, a certificate of the Bar Association stating that he has a profession in the country, a certificate of residence issued by the city of Delmas, he gave the decree of March 29, 2006 providing discharge, we have identified a total of nearly 14 documents, we will analyze them if we need more documents we will contact him [...] we can not say that all documents are complete [...] we will check to see if these documents are sufficient to verify each point that we must verify..."

The senator assured that the work of the commission will be technical, professional and objective and that the latter would focus on compliance and authenticity of documents specifying "we will take the necessary time."

For Rodolphe Joazile, the President of the Senate, the solution is in the negotiation "...the problem is to know what is the capacity of the Prime Minister and the President to negotiate with groups to find a consensus to allow to ratify the choice. If no consensus is found they will reject the choice [...] he came to file his pieces now it is for the commission to study the issue. As I reminded to the Prime Minister [...] it is true that the commission will review his file in a technical manner but but the vote of the assembly is a political vote, and for he gets the vote of the assembly, or at least a majority of senators it is necessary that himself with the President define a strategy to negotiate with groups of senators who are against them..." The Senator Joazile also says that "the unfavorable trend was not reversed" by Wednesday's meeting.

Francisco Delacruz, Senator of the Centre is optimistic about the chances of ratification of the prime minister-designate, Me Bernard Gousse, in addition he believes that his file is "on a good track" hoping that the negotiations will ends positively".

A new meeting of negotiations was scheduled yesterday evening between the anti-Gousse of the Senate who are for the momemnt always the majority and the President of the Republic, Michel Martelly, the first meeting did not bring the expected results.

Kenneth H. Merten, Ambassador of the United States in Haiti is anxious and concerned "...we look forward to working with the new government [...] we remain optimistic as to the future of Haiti but we are also concerned because the United States are eager to help the country move forward, we would like to do many things for the Haitian people, without government is difficult for us to find partners [...] we would like that the Executive and the Parliament unlocks the country because the people has voted the Executive and the Parliament to do a job and now the work is not done [...] We're a little concerned as to the slow process to select a government, a Prime Minister [...] we would like that a Prime Minister is chosen, that a government is appointed in accordance with the constitution, in Peace, but rapido presto" adding "I hope that the discussions will lead to good results."

For José Miguel Insulza, Secretary General of the Organization of American States (OAS) arrived in Haiti yesterday for a two-day visit "the issue of choice of the Prime Minister is a sovereign issue. Discussions are ongoing and I expresses the hope that an agreement is quickly reached between the President and Parliament, and that a government can be established quickly in order to relaunch the major projects of reconstruction and development..."
