Haiti - Politic : Other details on the meeting of 3 Presidents...
The President Michel Martelly Friday would have suggested, to submit to the President of both houses, several names of candidates for the Prime Minister's Office, to ensure to get ratification by Parliament.

The Senator Rudolph Joazile, President of the Senate indicated yesterday that he was opposed to the idea of the Head of State to propose a list of names from which they [presidents] should choose that which seemed the favorite. He argues to have reminded to the President Martelly that under the Constitution is "the President of the Republic who chooses its Prime Minister" stressing to have had a bad experience with the method of the list of names in the case of the former Prime Minister designate Bernard Gousse "As long as the President will not have made choice of a name, the consultations will not be able to really start."

The Senator said that issues relating to the postponement of the new school year and the operation of certain ministries were discussed during the meeting, noting, without wanting to give other details, that certain measures proposed by the Head of State have not been approved.

[NdHL] This could include alleged approaches made by the Head of State with the different parliamentary groups and Jean-Max Bellerive, to try to convince them of the need to appoint a small group of Ministers in the absence of a Prime Minister... According to sources close to the government, the President would wish to be able to name/to appoint in an exceptional way, the Ministers of Education and Justice. In collaboration with Jean Max Bellerive [Prime Minister resigned], the President Martelly would consider to make these appointments and would be looking for the best formula to do it......

Rodolphe Joazile, explained that "during the meeting, we sat down to discuss of several subjects of national interest, we talk about education, the state authority, and the profile that we were looking for a Prime Minister [...] during the meeting, the President, said that he wished to propose several names. I told the President of the Republic, hat in the Constitution, it is he President who chose its Prime Minister. So, when he will have a Prime Minister designate, he will call me, it will call the President of the Chamber of deputies in order that we look with him the political configuration at the level of the Chambers to allow to the Prime Minister to be ratified, because there is celerity in the urgency..."

For his part, the Deputy Sorel Jacinthe, President of the Chamber of Deputies said that the Chief Executive had expressed his usual concerns, during this meeting "...we talked about the framework within which we can begin the dialogue and the consultations, before talking about the profile and the choice of a Prime Minister, is in this sense that I have spoken. The Prime Minister [Jean-Max Bellerive] and the President have also mentioned other concerns and how we can adjust them. We believe that it is a dialogue which will continue with the other sectors of policy [...] We have established the framework, so that when he will consult me for its Prime Minister-designate, this latter will pass because the consultations will have been made with all the representatives at the parliamentary level. But the President can not give me several names, the President of the Republic should just give us one name and we do not have that name...."

Adding that even if the meeting Friday, had not permitted significant advances, it had not been a failure. "This dialogue must continue with other political forces so that the Prime Minister-designate, be accepted by Parliament."

A positive reading of this meeting, that does not share the Senator Moise Jean-Charles, for who the meeting ended very badly, because of the unconstitutional proposals made by the Head of State...
