After a series of criticisms, which alleged that the Head of State was surrounded only by friends and remained closed to the advice contrary to his thinking, the President Martelly decided to strengthen and diversify his cabinet in the areas of communication and technical assistance at the policy level.

Mario Dupuis, former Secretary of State for Communication in the second term of Jean Bertrand Aristide (2001-2004), also the main leader of the neo Lavalas Platform Ansanm Nou Fò, becomes Adviser to the Head of State for communication.

Dischler Marcelin, the host of "public debate" on the channel 11, also work as a communications consultant.
