Haiti - Politic : The record of ratification ready for the end of this week ?
According to the Recording Secretary, Abel Descolines of the Special Commission in charge of the examination of documents of Prime Minister-designate, Dr. Garry Conille, "The Commission maintains its promise until now, namely the delivery of the final report of its work to the office at the end of this week"

The commission working tirelessly since Monday in order to honor its promise, has recalled the Recording Secretary, specifying that the Commission until now had not encountered difficulties with the documents of Dr. Conille. However, Abel Descoline reported that a delay in finalizing the report is always possible due to a change in the methodology, decided by the Commission. Indeed, rather than establish sub-groups of deputies in charge of verifying the authenticity of the documents of the candidate, the Commission decided to request in writing to the officials of the institutions concerned, to confirm their signatures... Wednesday many of these confirmations were still awaited. In addition, members of the Commission intend to gather the opinions of several experts on the issue of the residence of Dr. Conille.

Concerning the date of the ratification vote of the Prime Minister designate, the Deputy Descolines has explained that it was not to the Commission to set that date "is the President of the Lower House which has the responsibility to set a date for the ratification session after receiving the report of the Commission."

In the Senate, the President Joazile announces the formation next Tuesday of the Special Commission in charge of the analysis of documents submitted "IF" the Commission of the Lower House meets its deadlines and ratify the Prime Minister-designate.

"...We have heard many members of the Lower House who said, that by the end of the week, they will submit their report. If they present their report to the assembly is that they will vote [...] I do not know what day they chose for the ratification, they can do it Friday, Saturday or even Monday [...] if they do this in the end of the week, next Tuesday we will examine the record [...] we will have a meeting to select the Senators who will be in the Commission, and this same Tuesday, we will hold a session to submit to this Commission the documents of Dr. Conille [...]

...I think it will take less time in the Senate because there is already a preliminary work done [...] admit that the Commission of the Chamber of Deputies said it was on immigration and that it received a document [...] and that document is transferred to us, we will only verify its authenticity, because we trust in our colleagues in the House of Deputies [...] his will allow us to reduce the time that we will have to work on the record.

We have always said that Dr. Conille had not lived in the country for some time, we do not have the data in hand to say how long, if that is the case, we must examine the record in the light of of the Haitian Constitution, the Constitution is clear, it says that you must have five years of residence in the country.

The second thing we must also study it in the light of treaties, agreements and conventions signed and ratified by Haiti [...] and of international law, since the status of UN staff is more or less specific. Now, if it is not consistent with the Constitution ok, but if Haiti is a founding member of the UN, and there is a way [?], the experts will approach the question. Depend on how they will approach the question, the Senators will decide according to their opinion."
