Haiti - Economy : Launch of the budget development process (2023-2024)
Patrick Boisvert Minister of Economy and Finance and his counterpart of Planning and External Cooperation Ricard Pierre, accompanied by high-level executives from the two Ministries, launched this week the process of drawing up the budget for the financial year 2023-2024.

After an overall context, Minister Boivert explained the objectives of the meeting, insisting on the need to speed up the process so that the budget is adopted within a reasonable time to take into account the imponderable factors that may result from the political uncertainties of the country. The objective, according to the Minister, is to provide the country with a budget, ready to enter into force on October 1st, 2023.

While recalling the difficult socio-economic context surrounding the budget preparation process, he highlighted the efforts made for sound and transparent management of public finances. He also presented the background to the 2023-2024 budget, which is part of a multi-year perspective, the main lines of which he outlined.

Minister Pierre intervened to present the admission criteria for programs and projects for the fiscal year 2023-2024. Priority will be given to projects in progress and to those whose economic and social profitability is the highest. Particular attention will be given to projects consistent with the Integrated Recovery Plan of the Southern Peninsula, the National Policy for Social Protection and Promotion and the Strategic Development Plan of Haiti.

Then Jean Michel Silin, the Director General of the Budget, intervened on the creation and composition of the Commission and the 6 sub-commissions which will have the task of operationalizing the process prescribed in the law of May 4, 2016 on the development and the execution of finance laws.

In conclusion Patrick Boisvert urged the executives of the two Ministries involved in the process of drawing up the 2023-2024 Budget, to redouble their efforts in order to finalize, as soon as possible, a budget capable of translating the main strategic orientations of the Government.

Priorities and objectives of this budget :

- Improving governance and the political and security climate of the country;
- Implementation of the Integrated Recovery Plan for the Southern Peninsula;
- The implementation of the National Promotion and Social Protection Policy;
- Capacity building of the National Police of Haiti (PNH) and the Armed Forces of Haiti (FAd'H);
- The financing of agricultural campaigns;
- The continuation of certain priority infrastructure projects on the basis of performance reports.
